We're finished with the Let's Make Patch Notes - Items, and this is the final step of that. We're here to refine the suggestions we made.
Here's a list of the things that need to be refined:
Gem of Isolation/Gem of Binding/Frostbound Hammer/Frostbound Amulet (Finished, Inconclusive)
There are four options here. We can pick all, some, or none. These were designed to change the slow mechanics.
1. All items slow by 25% on the initial hit, but if the same ability hits anyone again, whether as splash damage or a multi-hit effect, the slow decays to 15%.
2. Abilities with inherent slows like squall or pillars of heaven have a reduced slow effect, or are simply unaffected by the item.
3. Ability-based slows are 50% but have a cooldown of 4 seconds, while the basic-attack based ones are 25% with no cooldown.
4. A stacking slow, 10% per stack, lasting 1.5 seconds.
Breastplate of Valor (Finished, Inconclusive)
Two main trains of thought. Again, all, some, or none.
1. Reduce the protections from 75 to 65-55.
2. Reduce CDR from 25% to 15-20%.
Gauntlet of Thebes
Okay...this item has so far been completely useless and massively overpowered. Our goal is to keep it to its roots; a health item, but to also make it viable, without, you know, making it massively overpowered.
The specific stats aren't as important as the passives, and there are several ideas:
1. Guardian Angel effect, where you respawn with a percentage of your health and mana.
2. A percent of your max health is converted into protections.
3. Enemies cannot lifesteal from you.
4. Health regen effect.
5. Hide of the Urchin effect, except adding health.
6. Screw passives, just make it give 1000+ health.
This items is useless. The specifics of the solution don't matter.
1. Make it like Ravenous Hydra/Tiamat, with a lifesteal-only on-hit effect. And instead of the burst effect from Hydra, maybe something like Rage stacks; every 5th basic attack applies bonus damage or something to a single target.
2. ???.
Note: I will add more later, once we are done with these issues.
List of Finished Items
Polynomicon: Add base damage, and reduce scalings further. The specifics, like the exact base damage, scaling, whether or not it applies on the first basic fired, or how often this effect occurs, are inconclusive.
mystical mark and Telkhines Ring need to scale better with the match. 30 + level sounds good.
Midgardian Mail: Stacking debuff, 10% movement speed and attack speed reduction, up to 2 stacks.
Magical protection and more crit chance items. We got a lot of them. Although, if people want to volunteer new ones, I have no complaints.
For Valor I'd say 55 protection and keep the 25 cdr.
For the slows I don't get no.1: What if it's Guan's ***ualt, where it hits more than once? I think it may not be possible for that.

I don't vote for a nerf to the CDR on breastplate. Reducing it to 20%, with boots, gives you 35% CDR. Where are you going to logically get 5% from? Just leave it at 25%. It's protections is fine for me. Breastplate was never necessarily OP, Chronos pendant was just UP. Now they're fine.
Polynomicon, I'd like to see that base and scaling. I juts don't want it broken early game and worthless late game, and vice versa. And first attack, not first hit, is going to ruin the item.
The change to Telkhine's and Mystic Mark are pretty much null. You're talking 10 damage per hit or per second late game. That's really nothing. I mean it does need to scale, but that's meh.
I'd rather see CDR as a whole to be nerfed. It's a bit too efficient of a stat for me. Why should a mage get Breastplate of Valor and pretty much the same defenses as Hide of the Nemean Lion?
It wrecks item balance. No one ever bothers with Midgardian Mail or Hide of the Nemean Lion or Mail of Renewal because CDR has become one of the strongest gold-per-unit stats in the game, and it does so much. It increases damage, it increases survivability, it reduces your downtime between bursts, on top of the stats you already get from the item.
Maybe you're right. Maybe it's the other items that need a buff.
But I'd rather see less survivability on mages over more. That's why I want to nerf Breastplate of Valor, and why I am fine with Chronos' Pendant. Because mages like Agni and Scylla and Ao Kuang do not need 75 protections on top of dealing stupidly high damage and strong CC.
Agree on breastplate, either reduce CDR to 15% or reduce protection to 50 or do both and reduce cost by 50 or 100 gold
Edit: i would like to mention reinforced boots too. They are too expensive to buy. They were my favorite with tanks but now hav hardly seen people buildin it.
