Out of all of Ratatoskr's acorns, Sapphire Acorn provides the best instantaneous burst damage (arguably more than Opal Acorn. This naturally makes it the best for ability powerhousing, however its slow allows for bursty basic attack builds as well.
Emerald Acorn like Sapphire Acorn provides Ratatoskr with a slow, but unlike Sapphire Acorn provides you with a heal as well. While less bursty than Sapphire Acorn, Emerald Acorn's heal is substantial and is helpful for dueling enemies or sustaining oneself in a teamfight.
Because these acorns are similar in practice, your build options with them are similar as well. Either can be used to create bursty ability based builds, or auto-attack builds since both acorns share Blue Acorn's slow for sticking to enemies.
Ability Build ( Sapphire Acorn pref.)
Topaz Acorn unlike the acorns on the Blue Acorn branch comes with CDR built in, making it easier to build a more flexible ability based build, as well as providing extra damage on your 2. Since you lack a slow, basic attacks are more difficult to land in succession. However the stun on your 1 makes it easier to control enemies, hit Hydra's Lament for procs, or to do the Topaz Acorn combo.
What is this combo you ask? Topaz Acorn allows you to use Dart on an enemy, set up your flurry of acorns, and then Dart back through your enemies stunning them. This second stun guarantees you a couple basic attacks as well as most of your acorns from flurry of acorns hitting your target, dealing Yellow Acorn's increased damage.
Opal Acorn's on hit effects for Ratatoskr's Dart allow you to become an ability-crit'ing machine. Using his 1 twice with high crit chance can enable you to deal huge damage in an AOE very fast. Like Serqet this allows you to build Malice rather than Rage since you're not gaining basic attack stacks, but unlike Serqet you can also proc Hydra's Lament's passive for a truly damaging build. Opal Acorn is at its best in a teamfight, dealing huge damage to everyone in Dart's range, with Dart resetting its cooldown every time you hit a new enemy.
Ratatoskr isn't the best solo laner, but it can be done as a counter pick if desired. If playing solo, you should use the sustain from Emerald Acorn as well as Ratatoskr's burst potential and escape potential to your greatest advantage. This lends to similar gameplay to Loki in the solo lane (although Loki is a better solo laner). Ratatoskr can clear waves quickly with Acorn Blast while healing off the minions and quickly take advantage of ganks by your jungler with high burst damage to your enemy laner. He's also very safe because of his escapes through Dart and Through the Cosmos, allowing him to push lane without as much risk as most other gods.

Whats probably one of the better builds on here for him? I just tried him out and got wrecked :\
As for leveling Dart first, there's really no point until you have enough items since flurry of acorns does more base damage. By the time you finish Opal Acorn, you should have Dart close to level 3 anyway, but I suppose it's an option if you're ahead in gold.
