Viability / General Use: High viability. Unique offensive item that is meant for physical ability-users to gain some bonus damage with a single basic attack immediately after ability use.

Advantages: Good power and CDR. Great for gods that can weave basic attacks in-between ability use. Increasing mana regen as more mana is lost.

Disadvantages: No penetration. Bonus damage not achieved when poking enemies with abilities only.

Restrictions: Physical gods only.

Discussion: This is an offensive item that is best for ability users that want added burst from occasional basic attacks. It is most commonly used by Assassins and is usually built mid-game or later, though some prefer to pick it up early.

EXPERIMENTAL IDEA:
Since Hydra's has been buffed I believe it'd be interested to get it as a luxery item for Ullr.
Trans>PowBoots>Asi>Quins>Hydras>Titans

You could try getting it right after boots or asi, depending on your play style.
