It had +15 in the past. In the early game, Mid laners were having some difficulty fighting back an invading jgler due to the +15 magic protections. So it was removed.
There IS a purpose to the stats, as this is really meant not to be an "all-in-one" hybrid item for squishy gods to provide protection against all sources (while still providing potentially high power). It's more obviously targeted against higher physical threat.
Although you're only talking 15 magical protection in the base stats, it DOES turn it into an easier, balanced solution for squishy gods.
And if we consider its current state, we'd be looking at 70 power + 15 phys prot + 15 mag prot OR 35 power + 50 phys prot + 50 mag prot. That's quite strong for 2,400 gold, IMO. And yes, 15 mag prot isn't a huge amount, but I think Shifter's may be in a solid, balanced spot as-is.
They definitely should reduce drastically the % to "switch" the power for defenses. They should do something like Blackthorn (25%). That's the only thing I would change on this item.
Consider what that would do. Remember also it used to switch at 50% health.
At 25% health, those prots aren't going to do much for you...you're likely to die if you're that low and need those prots.
Consider its intended application. This is a good item for junglers, perhaps, that want to build in some potential defenses. But the point here is for the jungler to get the jump on an enemy. They're likely to have higher health at the start, when they look to surprise the enemy and get as much burst damage in as possible. After that point, when they've dropped a lot of their payload, the extra prots are going to allow them to stick in a fight longer, and potentially keep them alive for when their abilities start coming back.
I personally think the % threshold is okay where it is. If anything, you might consider dropping it back down to 50%, but not 25% IMO.
I mean, if you look for a quick burst there are tons of better options. And late game the extra power is basically useless because anything that hits you procs the passive to the defensive side, so, will you build an item only for the first minutes of the game? That's the point. I do think they should rework the item so because nowadays it's a pure early game item with a giant fall late game.
still looking at assassins they normally should be trying to flank and wait with going in for the right opportunity (major CC on CDs or an isolated target) so in most cases they should not need to fear to get dropped down it immediately as a lot of abilities have been used at this time, which would normally chunk them.
I'd consider this item on an assassin with good scalings. Bastet is the first that comes to mind. She'll benefit greatly from the 60 power, and if she gets caught, the extra protections when hurt could possibly save her life.
I've been using it on Thor because Void Shield interferes with Titan's Bane

Does the power remain the same even if you fall below?

Has that cleared things up for you.
