For some reason, qins and crits aren't put together in the same build, but I've done ok with it in arena. My guess for reasons they aren't put together:
1) too expensive
2) crit builds on hunters generally involve poison star, wind demon, and deathbringer. Considering you also need penetration and lifesteal, not a lot of room for qins sais
You could work around this by just getting rage and deathbringer, but the effects of poison star and wind demon are too good to pass up.
- Qin's builds want as much consistent AS as possible to maximize the passive. This also means it's usually the better choice for hunters that don't have steroids, as they can get their AS high without ever overcapping from those steroid boosts.
- Qin's doesn't get a passive damage boost from crits.
- Crit builds are burst builds, and benefit from burst ability, meaning steroids. This is why crits continue to be popular for Art, Rama, Chern, etc.
- Crit builds are expensive. Qin's is also an expensive item. In a mode like Arena, you want to try to keep costs down as much as possible, as you're unlikely to get to full build for very long before the match ends. You want a good, smooth power curve.

EDIT: Is lifesteal really a must have in Arena? I get that it helps when you're boxing someone, but i typically don't think its so game changing that its a must have.
Trans + crits can be effective, but not typically preferred.
Lifesteal is very helpful in crit builds, and Devo's also has good power. It should be your stacking item of choice in an AS build over trans.
You're asking about lifesteal being a must have, and I'd say no though it always helps. But then you're building trans on an AA and I'd say, do you need the mana in Arena? If it's just about the power, then you're still not getting the most from that power because you lack pen. My points are starting to go in circles, but it's because of the flaws in the build.
