Death's Toll should allow you to last a little longer in a fight. If used correctly, it can save you in combat from death. Next, your probably going to want to purchase Ninja Tabi because it boost Attack Speed, Mana, Movement Speed, and Power. and is a very useful item. Using these two items, you should be able to use Death's Toll even better, for the faster you swing, the faster you regain health and mana. You might only be able to regain 8 health and 4 mana per basic attack on a single god but it is very effective if used in the right circumstances.
Now, your probably going to want to purchase Oddysseus' Bow mainly because it boosts attack speed, and every fourth basic attack shoots a bolt of lightning which allows you to deal more damage even faster. After that, I recommend the Witchblade which boosts movement speed, attack speed, cooldown reduction, and heatlh so it helps quite a bit in combat. This will also boost the rate of regeneration with Death's Toll so you will be able to fight for longer. These items are useful to this build, for it is centered around speed and effects.
By this time, Void Shield would be useful to you. It is mainly the reason that this is an effect build as well as a speed build. It boosts health, AND deals 40 magic damage to enemy gods who are nearby so I think it is necessary to have. With Ullr being a half melee, half ranged character, it would be useful to not only focus on the ranged aspect of Ullr. This item is mainly for the melee side of Ullr, for it's ability does not reach that more, a mere 20 units. And finally, just to boost movement speed up by a little bit more, I recommend Swift Wing for it's 5% movement speed buff which can be useful. The only reason I have it down for late game, is because it's not 100% needed.
Since this is my first build, I do hope you leave some sort of criticism. This will be the build used by my clan's hunter, who mostly plays as Ullr. I've done all the stat checking, and the movement speed comes to about 474 at level 20, but that's only if you have the Swift Wing in your build. Also, some of you might ask about the colors, so let me help you.

A) Your skill order is all over the place. I usually see Ullrs alternately maxing their 1 and 3, then alternate between maxing their 4 and 2.
B) You have the wrong attack speed items in your build. You need items like The Executioner, Asi, The Crusher, or Qin's Sais to give you attack speed.
C) The only Penetration in your build comes from Void Shield, which is NOT a hunter item. Void Shield is usually picked up on some warriors and some assassins (depending on their role). Again, hunters typically build The Executioner/ Titan's Bane, Asi, The Crusher, etc for penetration.
D) Swift Wing should NOT be picked up late game. (why is the movement speed so important to you? His 2 gives him movement speed (axe mode)).
Ullr is an adc (attack damage carry). He should be buying items that increase his killing potential.
E) To summarize, the items you wanna look at are:

I agree with what Tlaloc1050 said. A better start would probably be Bluestone Pendant and [[morning star[[.
So maybe a more traditional build might be:
Bluestone Pendant
Transcendence
Warrior Tabi
Asi
The Executioner
Qin's Sais
Sell Bluestone Pendant for an item of your choice.
Good replacements, in my opinion, are:
Shifter's Shield, Brawler's Beat Stick, or maybe The Crusher

I agree with gulfwulf about your incorrect description of Void Shield. Ullr is an ability based hunter. His abilities are good enough to clear waves without obow; its unnessecary as it has 0 power and the attack speed isn't required as he isn't an AA based god. Witchblade has no power but can work well if you have a more power. You don't have any replacements for your two starters. Swift Wing is a bit weird considering you have a movement speed boost already from your 2 and is kind of unnecessary. Death's Toll and Ninja Tabi aren't that good as he is an ability based god. A good start would be bluestone and t1 trans.
Just my opinion.
