I usually do not Arena with Skadi because when I first started playing with her I got annihilated in Arena. She is a better pick at the other game modes but lately I have had some success with her in Arena since she has no escape and can get ganked easy
This is my general purchase order. The only one that is firm in the order is Warrior Tabi. All others vary on feeling at the time.
Warrior Tabi>> Ichaival>> Titan's Bane>> Frostbound Hammer>> Qin's Sais>> Jotunn's Wrath
Warrior Tabi- Always the first purchase
Ichaival- Varies as a second item but mostly in this spot.
Titan's Bane- Varies but mostly a 3rd item.
Frostbound Hammer- Extremely well fit in this build. Usually build after Increasing Attack Speed to get the passive to work more.
Qin's Sais- Big increase in damage. Affordable as #5.
Asi- Nice lifesteal with increase in attack speed and some penetration
Skill Sequence (Not sure if possible)
Max out sequence--- 1>2>4>3 * Upgrade 4 as much as possible.
I like maxing out Piercing Cold first since it's good with minions and as the initial poke, while getting Rune Of The Hunt to Level 3 so he can heal himself.
Devourer's Gauntlet>> Warrior Tabi>> Transcendence>> Ichaival>> Frostbound Hammer>> Titan's Bane
*Sell Ichaival for Qin's Sai
*Sell Warrior Tabi for Ninja Tabi if wanting a little more attack speed.
Yes, I know I have two stack building items. But in my experience, I can fully stack both of these within 10-15 mins. With these game modes lasting at least that long, this is a viable option especially if soloing in Conquest. Which when stacked up gives me nice sustain and mana. It is slow going in early game but mid-late game potential is high.
I like Frostbound Hammer because of the passive it gives so you can stick to enemy easier plus a little extra health doesn't hurt. The downfall is that the attack speed of this build is not as high as some would like, but with the selling of Warrior Tabi, the attack speed jumps up 1.5/2.5 according to eliteownage.com
Skill Sequence (Not sure if possible)
Max out sequence--- 1>2>3>4 * Upgrade 4 as much as possible.

Frostbound Hammer is nice for me because I don't have the CDR in this build so my Piercing Cold is not always available. I usually throw Piercing Cold then send Kaldr and bombard the person with AA while they deal with Kaldr, so Frostbound Hammer would be a better choice for my style of play.
I usually don't play Arena with Skadi so my normal build is usually the double stack in the other modes so lifesteal and power/pen is not a problem. When I do play Arena I do change the order of my builds depending on how I am fairing so sometimes I get Asi much earlier than last. Sometimes 3rd or 4th item.
Also because you have a slow built into your 1, theres no need for frostbound. Get cooldown instead so you can apply that slow more often, as well as your ult, as well as your 3 to cc people. Jotunns overall does more for skadi than frostbound.
A better path I'd recommend is Warrior Tabi Devourer's Gauntlet Jotunn's Wrath Brawler's Beat Stick Titan's Bane Bloodforge
The build already has lifesteal through Bloodforge, and Transcendence will allow you to cast more abilities.
Also I think Asi may be a better lifesteal option since it's way cheaper than Bloodforge and doesn't need stacks. You can of course replace Asi with Bloodforge afterwards if you have some cash left.
