Don't bother buying a starter item on Chang'e, as her passive is to be able to buy from the shop outside of spawn. Buy the second tier boots, a couple of potions, and just wait a few seconds to buy the full boots, with extra cd and mana to put you ahead in fight.
Hi everyone to my first ever guide. Chang'e is one fun god to play, but you got to build her right to use her at her full potential! Here's my explanation on my go to build so far.
I start right away with the 'blue boots' or 'cd boots' to make sure I can use my passive as my advantage during early game. In arena, we can't buy the boots right away, but the moment the game starts, you can buy it with the little 50 gold missing away from spawn. Giving me a cd, mana and speed advantage early.
I like to rush chronos pendant to help me fight and spam abilities faster. The cd is beneficial on Chang'e, especially with 2 damaging abilities instead of 3 on most gods (not including the ultimate ability). Not only Chronos pendant gives me more cd, but also more mana regen, helping me not having to back as often as the rest of the gods.
I then go for the rod of Asclepius. It helps in team fights, giving an extra health to your teammates, giving you more health to last longer and also movement speed. Everytime you cast an ability on Chang'e, you get a slight movement speed boost, so having even more movement speed helps in order to go in a fight and retreat quickly, since her abilities are kind of close ranged in a way.
Having all this cd, it was impossible to just not go with the soul gem, and that for many reasons. I like to use Chang'e by spamming my abilities quite often. I get more cd, which caps me at full cd. I get more health, and I get lifesteal, which really helps in tight fights. Not only the stats of the item are beneficial, but also its passive is. That combined with the previous item, heals your team pretty quickly without having to think about it, and does an extra damage to the enemy. With the amount of cd you have at this point, you can get this passive to work about each 10 seconds.
Now the fun part. This ring is underrated to my opinion. It gives you an amazing passive, helping you to finish your target, gives you an amazing magical power and more movement speed. I will never say it enough. Chang'e with high movement speed is the key. It helps you to come in a fight, spam your abilities, and get out of the fight, as fast as you read this. It really feels like we are dancing around, dodging everything at this point, which really makes it fun to play.
Now, I know you don't really get to melt those tanks, but the mages and adcs though, always end up dead. The spear of desolation just helps to penetrate those tanky late game tanks and gives you more magical power (which we just can't deny). And its passive just increase the amount of time you can spam your abilities.
All right, I hear you now, telling me we are wasting 10% cd. Don't worry about it. Just change your boots to the purple boots to get even more penetration going ;)

Since you rush Chronos' Pendant as 2nd item, your better bet (unless going full support) is honestly Shoes of the Magi. Some early pen will help her damage output. You can also get CDR if your team lets you pick up the blue buff. Potion of Magical Might late-game will give also give you CDR, if you find you want it.
I'm fine with Rod of Asclepius 3rd, though with her somewhat low healing, I'd probably be more inclined to give your teammates something potentially more functional...the protections from Lotus Crown...unless you don't need the physical protection. Yes, the MS from Asclep is also nice (as you don't have an escape), but you want to give enemies the least amount of reason to counter build you with anti-heal.
I find Soul Gem to be a poor choice. You can stack it relatively quickly, but again, more healing function items mean more chance of counter building...and you don't really need lifesteal, and you're not getting the most out of it because you're again not building much pen.
Then you're going overboard on MS with Shaman's Ring, which again you're not getting much on the bonus damage because you don't have much pen. Finally you do get Spear of Desolation, but at that point you're overcapping CDR, which means you then have to replace Shoes of Focus with Shoes of the Magi, which you wouldn't have to do if you just started with Magi.
Another item which you haven't even mentioned is Gem of Isolation, which is a very, very nice item for her in teamfight modes. Easy to apply, gives you a bit of health since you're likely to take damage.
So...as of now, my suggestion would be to change Focus to Magi, potentially drop Asclep, drop SG, drop Shaman's, consider Ob Shard against tanky comps, and consider Iso, Lotus Crown, and finally have a situational consideration for Magi's Cloak or Mantle of Discord. Depending, you could even consider Void Stone, if magical opponents are most threatening.
I've played a ton of Arena myself, and the people I tend to play with seem to be mostly very solid players overall.
