Hydras Lament is my normal first item. It increases your damage considerably from the beginning. First back should be boots, and then finish Hydra.
The essentials to the crit build is taking Malice first, then Rage, then Deathbringer. After that you can realistically take any items compliment the rest of the build. Titans Bane shreds through protections, so perfect world that will be your 6th item, and crusher increases your damage considerably because you're auto cancelling with your abilities creates a dot on the target much like Loki's Vanish does.
Again, Titan's Bane and Crusher are perfect world final two items. But if you want to mix things up, or you possibly are facing a team of healers, you may want to take other options. Brawlers Beat Stick will ruin any and all healing, and is a strong option against teams that may have more than one annoying healer. Bloodforge grants you a large amount of temporary health after killing someone, which can help a lot in a fight against more than one person. Especially if you are trying to pick off someone low on hp, tower diving or anything else where you need all the health you can get. Transcendence can give a large amount of physical power and was the meta and season 6 and is still a top option in season 7. However, because this build is based around crit, it is not included in the main set. But due to its huge boon to damage and mana, I placed it here as a possible replacement for Titan's Bane or Crusher. Arondight is present because it can reveal all gods within a large area of you every time you ult. It can be of huge help if you are being consistently ganked in the jungle, and is a mostly a utility item.
Loki at the moment is very under powered, and no one knows how good the coming changes to him are going to be. But despite this, in his present state he is still viable, with a variety of different builds.
I wholeheartedly believe that his best first item is always Hydras Lament. From there you take boots and then decide on what build you want to do. Both crit and pen are strong, but I think with the current state of Loki crit is stronger.
I would just like to point out that this is very similar to Professor Loki's current build for Loki. And should be credited to him.

In all honesty, the crit pathway that Prof Loki promoted is probably the best way to try to keep him relevant right now. As we know, he's been nerfed hard, especially to his first basic attack...it was changed from 1 to 0.75 (a 25% damage nerf in effect). Hydra's has also seen some nerfs, and that didn't help any.
The standard build for the longest time has been pretty basic... Transcendence -> Warrior Tabi -> Hydra's Lament + Jotunn's Wrath and any of Heartseeker, Titan's Bane, Brawler's Beat Stick, The Crusher, Bloodforge, Magi's Cloak, etc. But that base damage nerf is just a straight nerf to his upfront damage in a build like this, even if it still hits relatively hard.
And that's where Loki has switched things up, and it's due to the Rage and Malice buffs and some price reductions bringing crit builds into viability (in a general sense).
What you're seeing here is that Rage and Malice are honestly two potentially great items for Loki right now. Malice provides extra CDR (which is basically like a partial Jotunn's in a sense), and even better (3 second CD reduction) when you actually crit, which makes that Aimed Strike available again almost immediately. But it and Deathbringer aren't really quite enough right now, because that's only 50%, and that's not reliable enough when Loki really wants to burst (which he always does). And that's where the stupid Rage buff (now 45% at max stacks) makes this a much more legitimate build. 95% chance at that point is basically an assured crit every single time, and I'm thinking that's very key to consistent damage. Even though crit builds also see a hard nerf with that damage progression, what it's doing is it's still giving him a significant boost to his base damage output that before mitigations is 75% higher than a non-crit build, before you add the DB passive. Then you consider the bonus damage from Hydra's (which also gives bonus damage on crits), and you've got something that's probably outworking the standard pen builds.
In any case, Parzival's alternate build foregoes an early Transcendence to rush Hydra's Lament. Although Trans is always appreciated, especially for Loki's great ability scaling and so he never has to worry about mana, Hydra's is ~500 gold cheaper, and at least carries some MP5. If you're playing a patient game, then you may not need much more mana as long as you're always securing the mana buff, and probably getting the totem.
I would still probably default to Trans myself, but I get this. Also, by not going Trans throughout the main build, it does allow you to get other things (crit, pen) online more quickly. Very interesting, and I hadn't been following this, but yeah, without trying anything out, it sounds viable.
On top of that, while it is essential to having the mana that Transcendence provides to continue fighting enemy gods in the early game, I think that Loki isn't strong enough early game anyway for that to matter. Loki early game jungle should be all about jungle camps, which give mana back with the assassins blessing, and then if you're in solo lane you have mana buff and so the lack of mana becomes mitigated, and the extra damage secured by hydras early I think becomes worth it.
