First you need to know that Neith is an adc, but your damage is focused on skill, so this guide is totally focused on the damage of your abilities. This guide works in any game mode (excluding assault), and in conquest mode it works on both the bot and mid. You need to be good with the character in order to hit the combos and make good gameplays.
Broken Weave
Key Bind: Passive
A Broken Weave appears at the last location that each enemy god dies. Neith's abilities have secondary effects when used on the Broken Weaves. These weaves last for 1 minute.
Ability Type: Buff
Spirit Arrow
Key Bind: 1
Neith fires a shot that passes through everything. Each enemy hit takes damage and is rooted. If the Spirit Arrow hits a Broken Weave, the Weave detonates, dealing an additional 100% of the damage and applying the root to all enemies in the area.
Ability Type: Projectile
Unravel
Key Bind: 2
Neith neatly unravels the world weaves, damaging all enemies in the target area, reducing their attack speed, and healing Neith for each enemy hit, up to 3. Any Broken Weaves in the area are removed, healing Neith an additional amount.
Ability Type: Ground Target
Back Flip
Key Bind: 3
Neith back flips through the air, creating a Broken Weave as she leaps while damaging and slowing enemies in the area in front of her.
Ability Type: Leap
World Weaver
Key Bind: 4
Neith charges up and fires an arrow across the entire world, seeking its target and passing through all obstacles. Enemy gods take damage and are stunned. The arrow can be fired quicker for diminished results.
Ability Type: Projectile
Note: Let the ability to fully charge to give greater damage
Early - In early game you will have difficulty clearing the lane before level 5. So focus on clearing the wave of minions, make the buffs more close with the help of the support or jungle and try not to die.
Middle - Now you start to get stronger, try bolder moves and eventual ganks. Your ultimate will play an important role, since you can hit any pesonagem anywhere on the map, as long as there is a view of it, try to use your ultimate whenever possible to help your team with kills.
Late - Here you are as strong as possible, team up with your team and fit into team fights to avoid dying and cause as much damage as possible, the combo is very important for group control now.
Pros - Medium mobility, medium cure, high damage, high penetration, high control and high mana
Cons - Low cadence, ability dependent, no critical hit and high difficulty to hit combo

Uh, really dude?
Second I will improve your main build: Transcendence, Warrior Tabi, Asi, Qin's Sais, The Executioner, Odysseus' Bow and lategame sell Asi for Bloodforge.
Third I will offer some different alternative builds:
Transcendence, Ninja Tabi, Soul Eater, The Crusher, The Executioner, Jotunn's Wrath.
Also:
Transcendence, Warrior Tabi, The Crusher, Jotunn's Wrath, Brawler's Beat Stick, Titan's Bane.
Fourth, you put the wrong shoes type in your start. You put Combat Boots which is 900 gold and not Boots. But anyway I would buy into Morningstar if I wanted to get Mage's Blessing, and I wouldn't get that many potions if I had Mage's Blessing, only two of each.
Another Start that allows you to rush Transcendence is:
Charged Morningstar, 2 x Healing Potion, 3 x Mana Potion.
And for your levelling order I would prioritise and max out Spirit Arrow and then Unravel.
Lastly, in your cons list you state that Neith has a "high difficulty to hit combo" - which is just not true. She is pretty easy to use and her ultimate is an across the map lock-on.
