The biggest reason that I list the CDR build example is because it makes escaping so much easier. The combo of Slipstream and whirlwind can be a great escape because you get a sped buff, and nobody wants to walk into your whirlwind. I would recommend the damage build section, but if you prefer to go full CDR and spam your abilities, go right ahead. You could say it is a quality over quantity situation.

The reason I have both Purification beads and Aegis amulet is because against some enemies cc immunity is better than damage immunity.
The first item I get is Shoes of the Magi. These shoes give 40 power, 250 mana, and 10 penetration. These attributes are why I say that Shoes of the Magi are better than the Shoes of focus on Kukulkan.
Book of Thoth is Kukulkan's best friend. Three of his abilities cost more than 100 mana, and his main wave clear costs more than his ultimate. This item give 750 mana. This which in combination with your passive and it's passive gives you 50-60 extra magical power. That means that this item gives you 150-160 magical power, in one item. That is more than doom orb!
Spear of the magus is better on Kukulkan than Obsidian shard because of his Whirlwind ability. The DoT on Whirlwind make Spear of the magus stack and become effective than obsidian shard.
Gem of isolation is a great item in combo with both Zephyr because of the fact that it already does a 50% slow. Bancrofts Talon is a good item for both lifesteal and a large amount of magical power. Divine Ruin should only be used in the case of an enemy healer. Polynomicon is good on Kukulkan because of the fact that his zephy has a short cool down on 7 seconds, an you could also get Shoes of focus if you prefer Polynomicon.
Rod of Tahuti is the damage mage's item. It gives 125 magical power and increases your magical power by 25%. This means that for every 100 magical power you have, you gain an extra 25.
Soul Reaver is a great item for doing large amounts of damage to targets with larger health pools. It also just helps to kill everybody just that little bit faster, on top of a 100 magical power bonus.
Passive: Power of the the wind Jewel: Gives you extra magical power by 5% of your maximum mana. For every 1000 mana you have 50 magical power is granted. This is my favorite of all the damage passives, because I usually gain around 150 magical power from this passive.
Zephyr: This is the ability that is the reason for Kukulkans "moderate CC" in my opinion. At max level it does a 50% slow. This is also the ability you should be using for either poke or finishing off minions that survive whirlwind.
Slipstream: This is more than a simple personal speed buff. You are immune to slows for a second after using the ability which means that you can use it to escape from somebody who relies on slows to kill you, and makes you fast enough to get away from most even without them slowing you.
Whirlwind: This ability is your waveclear, and a large portion of your damage. nobody wants to get hit with the whirlwind. Although doing low damage to gods early game, you will take enemy mages or hunters to half health with this ability, from where you can finish them off with Zephyr or Spirit of the nine winds.
Ultimate: Spirit of the nine winds: Not only does this ultimate have high base damage, it also has very high scaling at 800+120% of your magical power. One day i felt like testing the amoung to damage this ability could do, so I went into a jungle practice and build full power, grabbed damage buff, fire giant buff,elixir of power, potion of magical might, and girdle of inner power. I had over 1700 magical power and the ult did over 3000 damage...
