Smite is an online battleground between mythical gods. Neith can make good use of basic attacks, but she's more of an ability user. Her best path does NOT include crit items, though you can make a crit build work. That said, 1 crit item is mathematically not optimal. In order to get more consistent DPS, you really want your crits at least around 50% chance, if not higher.
The Executioner is a core basic attack item, but since it's based on % protection reduction, it's more effective the more protections an enemy has. All gods gain some physical protection as they level up, but early game, they will have fairly little, and so Exe is typically purchased a bit later than 2nd...earliest 3rd.
Qin's Sais does pair well with Exe...but like Exe, it has a passive that you'll get more out of as enemies gain levels, and, more specifically, build items with health. Built 3rd on a god that has no attack progression (unlike a god like
Kali) is not often an optimal spot for Qin's.

Devourer's Gauntlet is a good item for a basic attack build, which this is. That said, as a stacking item, it's almost always built either 1st or 2nd (after Boots). This is a bit too late.
Magi's Cloak is a functional protection item, when you need it. That said,
Neith has a kit containing 2 stuns and an escape. I'd keep this as a situational item, but not a core, single build choice.
