The Oxford comma is the last comma in a list of items or phrases.

Oxford comma:
I need bread, eggs, and milk.

No Oxford comma:
I need bread, eggs and milk.

I use the oxford comma (it can really help clarity sometimes). Regarding the spacing though, while I do find it unnecessary, it's not a bad thing. As a reader I could go either way, and as a writer I prefer not to type it. If my text editing software automatically inserts one then that's fine, but you'll never see me use it on Smitefire.
