Just for the record, Hel doesn't have any damaging abilities that provide damage over time, so Spear of the Magus is wasted on her. Inspire doesn't count as tick damage.

Ok instead: Doom Orb, Traveler's Shoes, Chronos' Pendant, Lotus Crown, Obsidian Shard, Spear of Desolation, sell Doom Orb lategame for Rod of Tahuti.

Alternative build: Book of Thoth, Shoes of the Magi, Chronos' Pendant, Obsidian Shard, Rod of Asclepius, Mantle of Discord

Alternative items: Divine Ruin, Shoes of Focus, Magi's Cloak, Winged Blade (She does her have light stance 2), Soul Gem, Soul Reaver, Pythagorem's Piece (synergy with ult passive), Breastplate of Valor, Shield of Regrowth, Genji's Guard.

For arena, a "simplified" skill order is for first 5 levels: 3, 1, 3, 2, 4. Then max the 1, then the 3, then the 2, and only put further points in the ult in the very further levels. In Arena you have easy access to the fountain and mana buff, so you don't have to get any early points into the ult, I just suggested the initial 1 at level 5 for some base MP5.

Relics: Purification Beads, Aegis Amulet. Situationally: Heavenly Wings, Magic Shell, Phantom Veil, Blink Rune.
