So when you're referencing builds, in almost all situations you'll see builds proposed in the order they suggest purchasing. Some things are not directly intuitive, however. Let's go over it.

The first section is suggesting which items to buy at the very beginning of the match. In this case, if you're following this build, you would purchase Death's Toll, Morningstar, 4 Healing Potions, and a Multi Potion at the start. Also, since you are able to get 1 relic at the start of the match for free, they suggest (wisely) to get Purification Beads.

Then we look at the full build:

• While it's not clear to a newer player, it shows Death's Temper at the start...and this is an item you upgrade from the starter you purchased at the beginning ( Death's Toll). However, you can't upgrade THIS starter item until level 20...so you'll upgrade this when you hit level 20 and have enough gold.
  
  
• Otherwise, you would want to purchase all of these items in order. And in this case, it's not a bad build...it suggests a stacking item ( Transcendence) early, then progresses in a logical manner... Asi is next, and it gives you lifesteal that helps in a teamfight or when you're laning and looking to heal up from a minion wave.
  
  
• The final 3 items are generally okay as well...first crit item ( Shadowsteel Shuriken), then main penetration item ( Silverbranch Bow), then finish with 2nd crit item ( Deathbringer, upgraded into the glyph form Envenomed Deathbringer). It also shows the 2 upgraded relics they suggest, Temporal Beads and the Aegis Amulet version Aegis of Acceleration, which means Aegis would be grabbed when you're able to get it (starting at level 12).
  
  
• Now while this is a fairly traditional build, it has a couple of things that are perhaps more situational and/or the items aren't currently as strong as other options (at least in the meta). Shadowsteel Shuriken is perfectly fine, but it's a situational item that's picked up specifically to counter enemy healing and lifesteal...so if the enemy team doesn't have much healing, you might not pick it up, instead grabbing Wind Demon. And Asi works pretty well for Izanami, but isn't considered one of the stronger items currently. Instead, the current popular lifesteal item for ADCs is either the starter/upgrade item Leather Cowl, or the stacking item Devourer's Gauntlet. In this case, Iza should work very well right now with Devo's, which is in a strong place right now.

Here would be a suggested current build or two for Iza:

• Non-Crit build: Death's Toll (upgraded to Death's Temper or replaced late), Devourer's Gauntlet, The Executioner (upgraded to the glyph The Ferocious Executioner later), Qin's Sais, Silverbranch Bow, Odysseus' Bow. In this build you would upgrade Exe to Ferocious Exe probably after you finish building Silverbranch. You would either upgrade your starter when you hit 20, or instead sell the starter and replace it with something like Dominance after you finish O-Bow. You would probably only get Dominance if facing a really tanky enemy team...but being new, it might be difficult to know when it's appropriate...that would just come with time.
  
  
• Crit build: Death's Toll (upgraded to Death's Temper or replaced late), Devourer's Gauntlet, Wind Demon, Shadowsteel Shuriken, Silverbranch Bow, Envenomed Deathbringer. Late-game, you could either upgrade to Death's Temper or consider getting Qin's Sais instead.
