Let's establish a basic concept first. Can we agree that Ratatoskr Support is NOT meta, and is unlikely to ever BE meta?
That said (and agreed upon, thanks), this is again an interesting concept, along the lines of Ne Zha or Serqet support, for the early aggression. And the fact that Rat will often build bruiser (fairly tanky) gives additional support to the concept.
The build list actually contains a solid listing of items. I would say that the build creator, based on this, seems to know standard Support items and counter-building. As an FYI to Super, I would suggest for non-meta builds that you take a bit of time to explain how it works for you and why.
I don't fully agree with the item listing, but we'll get into that later.
First...how Rat Support can work.

In conclusion, this isn't a pick I would use in many situations, but in casual in a group/clan with a high skill ADC that can choose a good early aggression god, this can definitely be a functional and fun choice.

Also I'm convinced you could make Chronos work in almost any role.
Chronos would never work as a support. Also building book of the dead and Oni hunter's garb is good on him if you go book of thoth.

Also consider Magi's Cloak, Spirit Robe and mainly Lono's Mask as tank options.
Also it's good to remember ratatoskr damage fall at late game so it's interesting to say that you must be aggressive at early game.
I agree with you it's not the best item for Rata only in some situations (when the slow giving by the dash is not sufficient). For exemple, sometimes on the ennemy team an Amaterasu with a lot of movement speed always escapes in teamfight. With this item, you can slow her proficiently so that your team chases and finally kills her.
I'll try the optionnal tanky items you spoke of :)
That's how I play rat and I think it works well with this build as support. I played rat support lots of time (like 200 games). Most of the time, mates are surprised. If you loose, they will probably blame you :)
Concerning the relic, you have to play very aggressive in the early with the acorn that you can upgrade without returning to base. You have to play with mobility and dodging with rata that's why I chose the wings relic so your team can follow you and catch ennemies.
I left the second relic opened because it depends of your team and the enemy team but most of the time i take the slow which reducts damage too when upgraded.
And no mana potions because I need them very rarely in the early so i prefer taking health potions.

Why no mana potions in your start?
Why is your first relic Heavenly Wings instead of Magic Shell (in fact, you don't even have shell listed as a viable relic)?
Flurry is always the priority due the protection reduction it provides that is a very good amount on early game.
If you do guardians blessing you don't need mana potions since it restore mana for every minion assist.
And for last but not least Heavenly Wings provides a very aggressive early game, what rat does best manly upgraded, with no movement penalty. Although Magic Shell is an excellent relic as second relic.
I also dont agree completely with how rat can help a weaker adc. Theres something rat lacks that other supports have: hard cc. As branmuffin mentioned, its very possible you will not get all acorns hit with acorn blast. So I will not count it as a reliable source of hard cc.
Let us say I was a ymir enemy support. I am not just going to stand back and let you agress on my adc. I know you need to get in close to do anything. As soon as you close the distance, I will freeze you. Now you will take minion damage along with my damage as well. Since you got heavenly wings instead of beads, you are at a disadvantage.
Overall, I agree with branmuffin. I like the concept and it is interesting, but I definitely want to see more explanations on how to play rat in the support role, since it is so off meta.
The mana restore is dependent just on your own ability use. With proper ability management, you'll be mostly fine until you offload your entire kit, at which point you'll definitely be hurting for mana. The blessing is much better for mana restoration than health. When you DO use your entire kit, that's where a mana potion or multi potion could come in handy, so you're not stuck there basically useless. (Keep in mind, I'm talking about early game before you get any other items with mana or MP5)
That health sustain from Guardian's isn't enough if you're being aggressive and taking damage, both from minions and enemy gods. Hence why you always get health potions or Chalice of Healing.
As for Ymir...well that's the chance you take when you choose Rat Support. But you can also look to bait his Freeze, cuz he ALSO doesn't have much to close distance with you. If he uses his wall, an angled dash will get you out of range quickly. You could also try baiting from the side and dashing just a bit to one side of him...that cone can be tougher for him to connect when close in. The Freeze early game has a long CD, and you'll have a lot of time to choose your attack once it's down.
Also, with Rat early aggression, if your jungler also looks to help gank, 3v2 with aggressive Rat is a more reliable kill secure.
And yes, I agree with you, if this become a meta pick, it would need a really in-depth guide, and a sup rat isn't something you will always want at your team. The author just did the builds and not a guide.
Anyway, Although the concept is interesting I guess this won't will become a meta pick, it will be just like my Cupid jungler in my guide, just for fun and try new experiences.
