Choose one of the Blessings to start with and its upgrade later. I added jungle but i have not made a jungle build yet.
General all build setup: Prioritize 1,2,3,4.

Choose 2 Relics & their upgrades, recommended just to use base form until later in game. Cloak only for Assault style game modes where no fountain.
I'm working on multiple builds, and haven't had the time to fully flesh him out yet. I hope to add to my build soon on guru and fire, But for now this should get you going and give one a idea of what to do and build your way from their. For arena just use the biggest hitting items as per usual ;p or the mid build will work fine.

Looking to provide some comments on your build recommendations. Hope you don't mind.
With that in mind, I'd suggest offering a Sands of Time build and a Conduit Gem build since you're recommending both of those.
Based on my recommendation thus, I would say you might plan your build around if you need Divine Ruin or not. If you decide you don't need anti-heal, you can choose if you want to get Spear of Desolation or Spear of the Magus. Magus obviously offers some lifesteal which means you may or may not then opt for Soul Gem. See, lots of item combinations to consider. Of course, you can still get 2 flat pen items, but that combo is not as strong as it was a couple of patches ago due to the minor nerfs.
Maybe we should back off a bit and determine what we consider to be core.
- Starter/upgrade
- 1-2 flat pen items ( Spear of the Magus, Spear of Desolation, Divine Ruin)
- Minimum 20% CDR (30% is fine, 40% is not needed)
- Minimum 20% pen ( Obsidian Shard or Charon's Coin, or combination of something like Rod of Tahuti + Staff of Myrddin)
- 1 Lifesteal item ( Spear of the Magus or Soul Gem)
If you're in agreement with the above, then here are some builds that include key item combinations to make this work. Items can be built in different orders than shown if preferred.
There are obviously many other combinations. Rod of Tahuti isn't as core anymore (though still good and you can confirm Calamitous if you land his 2), and good flex picks you should consider as options would be Soul Reaver, Staff of Myrddin, Ethereal Staff. Others may suggest different builds than these. On any of those examples, you can also switch the different flat pen items as preferred.
Actually i have a build that uses staff of mermaiden i just haven't posted it yet until i get to actually test it in a match. Thanks again for taking the time to throw out the suggestions its actually quite similar to what i was already planning on doing.. ;p
On Relics the cloak i just have in there for yeah people who play assault and such i assume that people who look at the builds have at least a idea of things they want to do in the game and are using the builds as a template to figure out what the god plays with.
But yeah some of the items listed are only if your playing certain modes and such but i could be wrong, I'd like to hear what people think if they know or not whether certain relics are for certain game modes or not? or are they looking at builds from a completely never played type of mindset?
Regarding using items in specific modes, that's a semi-complex question. I might make some generalizations here.
In Conq and some other non-Arena modes, I do still feel starters are absolutely worthwhile. They still have a very specific function that helps you in the early game, and the upgrades usually provide good value and added function.
Yu Huang got some buffs for 9.4 Bonus Update, which went live . Flames of the Phoenix got some straight damage buffs (base and scaling), and his ult Dueling Dragons got a CDR from 100 to 90s, along with an increase in scaling. Dao Cultivation, you usually won't feel, but if you saw that previously you could quick-fire at reduced damage, now it just does full damage no matter when you activate it. That period of time with reduced damage was pretty short though, so not a huge change there IMO.
Now that 9.5 is out, it looks like there are definite shifts in meta builds for mid/mages. As we can expect due to shifts in tankiness of all gods (health and increased protections), flat pen is less functional. Where before building 2 flat pen items was functional, things are now shifting away from them. While you should always still consider Divine Ruin to counter enemy healing (which is as important as always), if you DO need that, you probably don't pick up Spear of Desolation or Spear of the Magus as well. Deso is still a potential option if you don't need anti-heal, as the CDR is always helpful.
But now, you should mainly be looking at always including both Obsidian Shard / Charon's Coin + Soul Reaver, which you do have both of in your "Mid Ranked 40% CDR" build.
Due to the increased health of all gods, if you want more survivability, Ethereal Staff is also an item you can consider.
