Hi! This is my build that I like to do in Casuals/Ranked/Scrims for Hou Yi!
When the game begins you start our with Death's Toll and Short Bow with 1 potion of each.
As the game progresses you will build Short Bow into Ichavial.Ichavial gives you a decent amount of damage, and makes it so that you can fight the other ADC at all times early game. Then Ninja Tabi after you're Ichavial will give you movement speed, and some base damage. I prefer Ninja Tabi, but you can go either boots, depending on which you prefer and you're playstyle. Since every hunter NEEDS (Please never skip lifesteal.) a lifesteal item, you're gonna pick up a Soul Eater. The reason you'll be picking up soul eater is because it'll be too late to stack, so this will be your next item to build. After your Soul Eater is done, you'll build Executioner. After you have your Executioner you'll hit a power spike. This should be the time you look to fight! (Unless you or your team is really far behind.) After Executioner I would go for Crit. Rage is what I usually go for. It gives consistant Crit which is what you're looking for. Now... Usually most hunter players would build Deathbringer after Rage, But I believe that Titans Bane is better on Hou Yi. The reason being that with your 2 giving 25% pen and Executioner giving you 24% Pen (WITH the base Flat Pen) adding a Titans 33% Pen, gives you 82% Pen, plus the base pen from executioner. Basically making you do (Almost) true damage to your marked target!
Your Skills will be 1>2>3>4. You're 1 gives you wave clear and good damage. Also hitting a triple bounce will be deadly. You're 2 will give you pen/extra damage, and also a really good passive once its rank 3. The reason why I level every other ability over my ult is because my ult only gains 20 damage every rank (Isn't Much) and is hard to secure more then 2 ticks.
NEVER TRY TO TRIPLE BOUNCE BUFFS. (Unless it's the purple on Order side.) Which is an easy bounce on the side. You could try to triple bounce buffs, but honestly it's not worth it. It's too hard to get every shot off without the buff walking out. (Unless you're tanking it, then you'll take too much poke off the buff itself.) Double bouncing it by shooting it straight is faster, and you'll get 3 more autos off, which will be the same amount (Or about) of damage as the triple bounce.

Regarding the penetration debate, I'd still go for

percent penetration works well with flat pen as percent comes before flat pen but those are the 3rd and 4th reductions. the first and 2nd is protection reduction (% being % reduction 2nd flat reduction) coming from
my recommendation would be taking brawler's beatstick,
still it does give you more pen with the combo but the passive from the other pen items are imo more useful (and they give 10 more power too) then a passive reduced in effectiveness.
