Jade Rabbit
Chang'e can purchase or sell items from anywhere and her Jade Rabbit companion will fetch them. When the rabbit reaches the store then returns, the transaction completes. Only one item can be purchased or sold in this way at a time. Chang'e also gains +25% movement speed with no backpedal penalty when using her dances.

NOTE - Chang'e passive doesn't work during Assault cuz Hi-rez hate bunnies. Jade also move 3.5 x Chang'e movement speed.
Chang'e passive can be quite useful during team fights, escaping or when the enemy jungle is ganking mid. Remember to constantly buy mana or health potions during the Early game when low on Mana or HP, this will also help Chang'e to stay in lane more frequently than enemy mages (or Mid).
Cresent Moon Dance
Chang'e flings a crescent moon that hits all units in its arc, dealing damage to all enemies in its path.

Damage: 80 / 120 / 160 / 200 / 240 (+60% of your Magical Power)
Cost: 60 / 65 / 70 / 75 / 80
Cooldown: 5s
Chang'e famous kill stealing ability ^ (not joking btw). This ability starts from LEFT to RIGHT in a cone in front of Chang'e, so you can move from your current spot to RIGHT while performing this ability to hit all minions or dodge the enemy ability while damaging them while using your 1.
Moonlit Waltz
Chang'e performs an evasive spin dance, unable to be hit for 1s. For each tick of damage from an ability that was avoided, Chang'e restores mana to herself and her allies.

Mana Restored: 20 / 30 / 40 / 50 / 60 per tick avoided
Cost: 60
Cooldown: 20 / 18.5 / 17 / 15.5 / 14s
Another famous ability for Chang'e main aka Chang'e second Aegis. You press 2 to restore your and your allies mana per tick avoided abilities/basic attack plus you are immune. REMEMBER THIS - While performing this ability, this ability can be cancelled if you got stunned, silent, grab, pull or mesmerize so be careful. While performing this ability, hold down S and spam A and D to dodge enemy ADC or abilities if you are running away from the enemy.
Moonflower Dance
Chang'e twirls, scattering flowers around her which heal herself and all nearby allies while damaging nearby enemies. Her Moonflower Dance also reduces the healing of all nearby enemies.

Healing: 50 / 70 / 90 / 110 / 130 (+30% of your Magical Power)
Damage: 65 / 90 / 115 / 140 / 165 (+50% of your Magical Power)
Healing Reduction: 50%
Radius: 30

Cooldown: 12s
This ability is basically Hel's Dark + Light stand 3 (jk). NOTE - This ability will move clockwise around Chang'e. Idk what to talk about this ability xd, press 3 you get heal + damage enemy.
Now, prepare yourself for the longest stun in game everyone xd.
Waxing Moon
Chang'e's Waxing Moon dance is captivating, with this dance dealing damage and stunning enemy gods in front of her. Each subsequent god that is stunned is stunned for longer than the previous one.
Ability Type: Line
Damage: 160 / 235 / 310 / 385 / 460 (+70% of your Magical Power)
Stun: 1s + 1s for each god already stunned
Cost: 80 / 90 / 100 / 110 / 120
Cooldown: 90s
This ability is VERY VERY important to Chang'e to solo or to chase the enemy during team fights. Remember this - Use your ult when you see your team is ****ed or when engaged enemy base.
Combos -
Solo/team fight combo: Waxing Moon, Moonflower dance and Cresent Moon dance.
Escaping combo (Must have Passive online or not (prefer the passive is online): Waxing Moon or Moonflower Dance and Moonlit Waltz + (Sprint if avaidable)
Chasing Combo: Moonlit Waltz or Moonflower Dance + Gem of Isolation (is avaidable) and Cresent Moon dance.

Which mode or modes is the build intended for...? Just curious, because no starter typically means teamfight modes, and your "support-ish" indication means probably teamfight modes. I'll be thinking of the "personal" build with that in mind. (Solo is obviously Conquest)
- I see no specific problems with your item CHOICES in your personal build (doesn't mean I think the build is okay as-is, though) except
Book of Thoth, which I feel is maybe great for Conquest, but less so for teamfight modes. If it's always bigger fights, you might want to get more into support items and items that help your survivability, rather than a mana sustain item that requires stacking. Going straight from
Shoes of Focus into
Rod of Asclepius might serve you better (also might not, lol).
- I think getting
Gem of Isolation earlier would be better...you can apply it so easily to multiple close enemies with 2 abilities.
- The one big thing you're lacking in your personal build is penetration. Even if you're concentrating on teamfight utility, you still want at LEAST 1 pen item. I'd say this usually would be
Obsidian Shard or
Spear of Desolation at the minimum, but if the enemy team is squishy and there are 3+ magical enemies, you might do well with
Void Stone, which you do list as an item to consider...in her case, she'll often be a bit closer to enemies when fighting, meaning you'll get the effectiveness from Stone's aura. In any case, you need pen.
- In the Solo lane, you'll probably want to get
Sands of Time as a starter, and move into
Shoes of the Magi for the early pen. With the main focus being waveclear first and poke second, the short CD of
Crescent Moon Dance means you shouldn't need to prioritize CDR so early, and the pen will help with any poke you do. I do see use out of Shield of Regrowth, but don't think I'd recommend a true tank item like
Hide of the Urchin. Gem and Tahuti are obviously fine, but at least replace Urchin with a pen item.
- Just curious...why do you level
Moonlit Waltz at level 3 and 4? Yes, the lowered CD is nice, but just don't see it being more functional with only a 7.5% CD decrease compared to either focusing more on damage with
Crescent Moon Dance, or hybrid damage + healing with
Moonflower Dance.
- At the same time, I'd consider delaying leveling
Waxing Moon. You only get a damage increase, it's on a regularly long ult CD, and the damage isn't all that much overall. Because of the low CD of her Crescent, and the utility from Moonflower, I think prioritizing those will be more effective overall. My opinion, of course.
