Shell and Cloak are interchangeable dependent on personal preference. upgrades can be replaced by chalice but personally I prefer to let carry kill minions and heal from that and have reduced relic cooldown.
This full build will give you 4444HP, 310 Physical protections, 268 Magical protections and 80 power but only 10% cooldown. Soul gem can be swapped for Pythagorem's Piece if want more power and life steal for team around you and 100 more health, but less power for self
Glacial Strike is better for helping out wave clear, the order for Glacial Strike and Frost Breath can be swapped if want a more aggressive start.

Pros of this build:
High health allows for better support as they can stay in fight longer.
High protections allow for more damage mittigation and survivability.
High sustain from starter as long as someone else kill minions (178HP per minion if using soul gem, 182HP if using Pythagerom's Piece, so full wave is 1068HP or 1092HP)
Cons of this build:
Qin's Sais, Heartseeker, Soul Reaver, Ethereal Staff. This is because they are all Percentage health damage items. (Bancroft's claw does not do high enough percentage to be a worry)
Any execute as they have a higher numerical HP execute value.
Low cooldown (only 10%, cooldowns are: Ice Wall:9 seconds at max rank, Glacial Strike7.2 seconds at max rank, Frost Breath12.6 seconds at max rank, Shards of Ice63 seconds at max rank.
Good tank build, suffers from the same as other build with over 2750HP, but Ymir is at base higher than this. Magical will do slightly more damage but not by much and hunters are often the worst enemy of tanks over mages,

That said, if you feel pen items are powerful right now, a tank has 2 potential directions they can use to counter that (to some degree). One would be a higher health focus rather than higher protections (e.g. item w/ prots + higher health vs just prots such as Mantle). Unfortunately high health can also be countered with items like Qin's Sais and Soul Reaver, and Qin's in particular is a meta ADC item right now. The other would be to go more bruiser and try to deal enough damage or support team damage to back off the damage dealers.
Manticore's Spikes fulfill both the first and second criteria to a degree (high health, decent prots, passive that is offensive in nature). Hide of the Urchin, while a solid tank item in general for the base stats, is probably not preferred over the need for the item slot to build counter or utility items. Soul Gem is definitely not that great with a lack of other offensive items...if you really wanted to go with an offensive utility item and wanted some similar stats (e.g. CDR, a bit of lifesteal which honestly isn't important for a tank), I would suggest Pythagorem's Piece for the offensive team potential it provides. That said, I would probably consider other alternatives as well, such as Ethereal Staff for the health steal. Finally, I would probably slot Pridwen somewhere in here, for the higher CDR and the health shield that should come in handy for a god whose ult makes them pretty vulnerable.
