Use him for a couple games, Get used to aiming your 3 and how far to lead.
Get the feel for how fast his 1 travels and how far the dash makes you go.
Whenever you knockup someone with your 3 you should try to hit them with your 1 almost everytime.Or you can use it as a getaway to run and quickly use your ones to deal damage and have a small dash out.
Your cannons deals massive damage late game, The more you can get the other team to run in front of your cannon te better. Stuns and slows work great with Vulcan.

Gonna comment a bit on your builds.
Arena
- Warlock's Sash is okay if you expect to get focused by highly mobile enemies and you don't get much peel from teammates, but the better option, if you choose stacking, is
Book of Thoth, for the higher end power (you DID say UBER damage). Stay at the periphery of fights and just poke constantly. Not saying Sash is bad, but it takes 100 stacks to complete.
- Since he doesn't have an true escape, I personally would consider movement before an expensive stacking item. You could consider a starter with shoes, e.g.
Sands of Time +
Shoes of the Magi, or just go straight into
Shoes of Focus. And really, you shouldn't get shoes 3rd if you really insist on Sash 1st.
Book of Thoth should not be an option in the late game...just not optimal to build a stacking item that late, and you between the very close base and the pretty good 400 mana that Sash provides, you really won't need the mana it provides. Sure, the passive will give you an extra 70 power by the point both are stacked, but it's just not suggested.
