As kali you just want to rush boots early game since you can't do too much early on. rushing boots allows you to run into a pushed lane and be able to chase the enemy without wasting your leap.
I think you should always have a purification as one of your two relics. The other one is a personal preference but I beleive these to be the most beneficial to kali. Blink allows for chasing and surprise ganks from over walls or for closing distance between you and your opponent.
Executioner makes Ichaival obsolete late game with it's higher power and pen. The reason I don't opt for titans bane is because kali makes more out of executioners attack speed and penetration.

So the Idea behind this building route is that you want to farm more than engage. This is better if you have a team with a relativly low amount of cc. You have more ms for faster rotations and movement along the map. You have less base power but you are better equip to set up a teammate with your stun. Ichaival is for quick and cheap power. Qins is a must on kali.
This is for ganking more often you can. this is more reliant of team with stuns and slows so that you can make ganks early on in the match.
Masamune gives you more power and health over ninja tabi and you have more than enough movement speed to worry about a significant drop.
Wind Demon is a bit riskier but can offset midgardian mail with it's passive. The way I see it is that as kali you have a high attack speed at this point to you have a higher chance to proc the item. But this is a risk play if you don't mind that
Bloodforge is for the passive. When you gets kills and they aren't your passive's target.
Winged blade is for all the slows you will be against. With Midgardian Mail being really strong against auto attack gods you need something to counter the counter build.
I beleive that executioner is always better on kali because kali gets more useful stats

Anyway, wouldn't selling your Ninja Tabi effect your dps since your losin the attack speed for qins sais?
Also, is it meta to build Hastened Katana second?
I think Winged Blade should be a situational item. The enemy may not always be smart enough to counter build you.
Also Midgardian Mail has made Kali absolutely trash-tier currently (along with her not offering much burst and cannot utilise crit well). Thats not to say you can't do well with her but if you do it's if you get an early lead and are against uncoordinated teams.
Agreed with Kriega's suggestion of Warrior Tabi. She doesn't need a ****-ton of AS, as her base AS progression is good and her AS is pretty high, especially with the other core items she'll be getting.
But yeah, with Katana and SCS (and Winged Blade if that's needed) gives a great 30% MS base, allowing you to get rid of boots (which are honestly T2 level items just considering stats) and replace with something that has more offensive / utility upside.
I would Start like this: Assassin's Blessing, Katana, 2x Healing Potion.
Rest of the build is ok but don't get Wind Demon on Kali.
Also consider Warrior Tabi early game instead of Ninja Tabi to help with Kali's Early jungle clear.
