Divine Judgement if possible, this awesome ult can make you super tanky if you use it on the support
and has an incredible chase potential.
Slice and Dice is maxed first, it is your main camp clear and engage tool, since the build doesn't have
Hastened Katana as a core item.
Then you level
Retribution for survivavility, sustain while clearing camps and easy Auto Attack-Cancelling (wich I'll be discussing later) it goes away after you receive a hard CC so be careful when using it on teamfights.
Swift Vengeance is maxed last because the cooldown remains the same through all ranks and you usually won't be using it for damage. (you put a point on it at level 2 for camp clear)

About the Shifter's, I personally like to build some defense on junglers in general (without sacrificing too much damage)
