is fine with Chang'e. She needs to use her 1 often, but she got nerf that 1's cooldown is 6 seconds. So we need to reduce cooldown.
So I recommend Breastplate of Valor
and Genji's Guard
. High protections to cover her low stats, and cooldown reduces. Of course you can build Genji first if you meet Magical solo laner.
Gem of Isolation is good to all mages, I guess. 90 MP, health, and slow option. In late game, these boys get faster, so you should chase them. Gem is very useful.
What should I build next?
I will give you three options.

You should pick Bancroft's Talon
if you haven't been a good player, so if you want to sustain more, build it.
Build Divine Ruin
if there are so many self or team healers.
Yes, you don't have penetration. But when you build this items, it would be late game. A team fight. Your position is not a dealer, but a support. You don't have to deal damage that much. Just poke and make them upset.
I got Speed of Elixir!
Then build Shield of Regrowth
. As I said in Introduction, Chang'e's(lol) identity is an annoying god. This item gives you 10% cooldown, so you can keep full cooldown reduce. And it gives you 400 health and movement buff. This is the only hope of healer gods.
You can cover your MP with potions, so don't worry about 55 power.
Like every solo laner, I recommend Teleport Glyph
. You should upgrade it if your team lost many towers.
