It's hard to really say if it's anime, though that all depends on your definition of anime. Is it simply a cartoon made in Japan, or does it need to adhere to a certain artstyle?
Because if Panty and Stocking with Garterbelt (that is the correct title) is indeed anime... consider it the most western-styled anime ever made. It is essentially what you'd get if you crossed Powerpuff Girls with South Park. Even the artstyle has a westernish feel to it compared to what you'd normally consider anime. And that is the mindset one must have when approaching P&SWGB in order to better appreciate it.

Well... I enjoyed it. So the kind of mind set I have is I'm flexible when it comes to weirdness. I don't judge that quick. I enjoy some western cartoons but most of them have the same kind of stories. Just different characters. So PASWG is kind of like a breath of *New* Air. It can be bad or good depending on what you like.
