Fenrir is a Mutt and a dirty one at that. i dont much like fenrir but looking over my character stats and my lvls 5 and ups hes technically one of my better gods so i mine as well share what i know. he plays alot like thor but hes more auto attack savy then thor is. becasue his 2 is life steal buff and life steal buff and steroids if you are maxed runes it makes it easier for you to get in ppls faces after abilies rather then run away after an attack or two. i like to save his one for my escapes and blinking into a team and ulting that one unluck basterd is a pretty good way to get out of a crowd and save your 1 anyway. so i like engaging by just runnning up to you nothing fancy really. your 3 has a small range so its good for that last 5 feet as an engage but i do find myself using it as a secondary leap at times to escape depends on the situation. knowing when to use yur 2 in important make sure you dont use it before you alt youll maste it and always try to have it active before you hit someone with your 3.

Damage = (100 x Unmitigated Damage)/(Protections + 100)
Actual Defense = (Protection x (1-%Reduction) - Flat Reduction) x (1-%Pen) - Flat Pen
For our first example, let's take Brutalize at max rank on a squishy Mage (for this example I'm going to use Chang'e). At level 20, Chang'e has 65 physical protection from her base protections (ie: no physical protection from items). With Brutalize dealing 660 damage + 200% of your physical power, your build will deal 1160 damage before mitigations (assuming ideal conditions, over 50% hp for shifters and 3 stacks on bloodforge). With your 11 flat penetration from Jotunn's Wrath this ability will deal
(100 x 1160)/(54 + 100) = 753 damage.
Now let's compare that with a build with penetration. So that we're not making compromises, let's replace Shifter's Shield and Bloodforge with Soul Eater and Titan's Bane. That way we still have life steal and tankiness that those two items provided. This build will deal 1020 damage before mitigations on Brutalize. With the 11 flat penetration from jotunn's and the 33% penetration from Titan's Bane, this ability will deal
(100 x 1020)/(33 + 100) = 767 damage.
While this may not seem like a huge difference, when you include all of the other abilities in your kit as well as basic attacks, you'll be losing ~100 damage during an engage, and that's assuming you're fighting a squishy target with no defense.
Let's say you're fighting a Sun Wukong, the enemy solo laner who built Mystical Mail and has stacked Hide of the Urchin giving him 203 physical defense. Your build will deal 397 damage while the other will deal 660, a massive 263 damage increase. Considering that 3/5 roles in most games will build physical defense, it's easy to see how big a difference this can make.

I can't explain the maths off the top off my head (plenty of other users on the site can though) but putting one decent penetration item, instead of one of your power items, will give you a MUCH greater damage output than if you don't build any penetration at all.
For example on your crit build, swapping out one of your crit items for The Executioner will allow you to shred through enemies protections, while also raising your attack speed so that you can hit your crits more often as well.
