I love it, keep up the good work! I would suggest rushing Soul Gem after boots for maximum efficiency.
Supports typically build items that benefit your team (stuff like Sovereignty or Gauntlet of Thebes), and harm the enemy team ( Witchblade, Void Stone, etc).
You have a lot of selfish items here ( Breastplate of Valor early, Bulwark of Hope, Hide of the Urchin).
Your reasoning behind Rod of Asclepius just isn't good. You want more movement speed? That's the reason for picking this up? Unless you are actively coordinating with 2+ healers on your team (a unique scenario), there's no reason for you to get this.
I would suggest more experienced players like Branmuffin17, Kriega1, Devampi, or BigDamage to give further feedback, but I just took a look at your Ares guide. That guide had the same issues as this guide, and you ignored a majority of the feedback those mentioned players provided.
Also breastplate is fine for supports boog if you want CD. it is however discussable if Pridwen is better for some of them.
If you need early CDR, I'd consider Shoes of Focus, or in a non-Conquest setting, I might go Reinforced Shoes into Relic Dagger rush. For early phys protection, I'd either consider Gauntlet of Thebes or Sovereignty.
Yes, I agree that Pestilence is a good sub for Bulwark, and in fact is the superior choice to Bulwark for anti-heal. If anti-heal isn't necessary, I'd probably look to Oni Hunter's Garb, Shogun's Kusari, or maybe Talisman of Energy for the magical prots.
Funny enough, BoV / Bulwark / Urchin feels like an old-school S1 type of build.
