Not that I think you're going to respond, but this build is far from optimal or even viable. There is a soft cap on movement speed where when you reach it, any additional speed gives you less benefit: so if you buy an item with 10% ms, you might wind up only getting 6%. That's a simplified explanation, but the concept is there. Also, Mercury benefits from crit items like Vini pointed out and your build is far from the "best build ever".

I never used this build but have fixed it and changed out hastened first with gold blade and also gave it boots

I'd say that "best build ever" is a huge overstatement.

Mercury is a god that benefits greatly from crit items, so not building Rage and Deathbringer (please, build both) is a waste of his damage potential.

If you want to skip boots, the build should be something like:
Hastened Katana > Stone Cutting Sword > Rage > Deathbringer > Bloodforge > Titan's Bane.
