Book of Thoth is bought first because it is very strong when it is fully stacked. It can be in mid or end game that you can build more difficult stacks because several team members are on your lane. Then comes

Soul Gem . These items reduce your cooldown and at least 
Perfected Rod of Tahuti give more damage. With this build you do a lot of damage and also have short abilities.
