I know I'm late to this thread, but I saw online that the best use for Leader's Cowl isn't for fighting enemies but shredding objectives. If your team sneaks a Gold Fury or Fire Giant without any enemies nearby you all get the increased damage potential without the negatives, or perhaps you've won a team fight and can now all shred the Phoenix and Titan to end the game.
Very niche but makes the useless passive somewhat useful.
That's a take I hadn't considered; I'd only been thinking about the whole "outnumber" thing with obvious connection to teamfighting. That's pretty interesting.
That said, you can also say the same thing (in terms of function) about the Hunter's upgrade, though the power swing on Leader's obviously helps more on ability damage on FG / GF / Titan.
