Honestly what would make Sol balanced is if stellar burst wasn't treated as a basic attack... Because it hits twice that's 40% extra scaling plus it gains the 25% extra damage from her passive when she has it maxed. Straight up at the mid game an ability that is on that short a cooldown with that good range and Aoe should not do 650-700 damage. That or they need to make it only detonate on impact with an enemy so that you would actually need to aim it.
