Until I get to mastery I with him it's usually hard to tell. It might be, (if you're basing all of this off of that one auto-attack combo though ducks, that's really not that hard).

Storm Kata, Cancel into aa, Jet Stream into Storm Kata into Jet Stream, aa, aa, aa into Storm Kata, cancel into ult, aa, Wind Siphon, aa, ult release, aa and back away with Jet Stream

thats the way to max his damage output.
you can cut down the combo depending of the situation, but its also super hard to find the right combo for every situation.
