Spiked Shell is a contradiction in terms. It increases defenses, but it's reflection effect depends on damage dealt. And even in extreme situations, like on Hades during his ult while being attacked by every enemy team member in Arena, it doesn't deal much damage at all.

Static Shard reflect 6% of the dealt damage max. That is even more useless.

Should they just simply remove these "damage reflector" items?

I've actually seen a Poseidon kill himself on spiked shell :P

Anyway ya i never pick either. Only time i every use shards are in Assault, and it is always most beneficial to pick the pure heal one since THATS WHAT ITS FOR!
Spiked shell can be useful in some situations, like Arachnophobia, but its better to just have more defense. Maybe if it was redone to a percentage of the damage prevented, or simply a higher percent of damage dealt.

I feel that Spiked Shell would be better if it had a passive that reflected damage back as well as the activation. Doesn't have to be too large an amount, just enough to where you'd have some reason to buy it.

I actually like using them both quite nicely. They are good on hades late game together. Side note though, Static shard reflects 15% back at full charges. Against an ADC, its invaluable, especially if you already have Hide of the Nemean Lion. Activate both at once along with hide to get 55% reflection on damage done. Building Gauntlet of Thebes and Ethereal Staff on a tank makes that worth it. They'll kill themselves very quickly on your shard/shell/hide combo.

It's also glorious against mages like he bo. You see him going into his kill combo you activate both of them and have 25% of his 1000 damage ult get returned to him. Aegis is normally better in this situation, but it has a long cooldown, and Chronos' Pendant is so cheap.

Creationism, I KNOW you are talking out of your ***.

The suggested build is impossible in any mode besides MOTD and Arena. Buying pure health and relying on two actives on your main battle strategy is pure nonsense. Any strategy that relies on taking damage without protections is ridiculous. If you deal huge damage, you will also receive huge damage. Don't forget that the damage dealt is NOT true damage - it is still affected by defenses.

I see an imminent buff or change. These items are almost never picked up by me cause the other actives are just sooo much more useful.
