Depends, how much health does the person have? And Freya's double contribution may very well bring her up to near what Ne Zha does.

as for the vamana ult. vamana gets massive damage increase in his ult form and has the highest BASE basic attack damage in the game in that ult, odin was second last time i checked.

ne zha's swing chain is the only thing that can go above it.
