Xbal had his combo dmg percentage reduced for the cc immunity im pretty sure
its still very high damage and doesn't need to be aimed.
Further, his dash grants him spammable beads. That is an extremely powerful ability. Xbal would have to give up a lot more then a small percentage of his combo damage to buy that ability.
Rising Jaguar is like 90 percent (slight exaggeration) of his damage early and mid game (if you look away from basic attacks). Being such a easy target to stun (movement while in air is so easy to predict) made him basically not even a threat if you had a stun in lane.
And he basically didn't have an escape befor (though Artemis doesn't have one either, but Artemis is just Artemis..).
THe game has too much CC on gods that don't deserve CC. Too much CC immunity on gods that don't deserve it. And too many mobility/gap closing abilities on gods that don't deserve them.
This is just how the game is designed (Hirez wants jumps and cc, therefor you need cc immunity on some gods who are punished to much by cc), I myself love it because it isn't that "I got flash I'm ok" or "flash is on cd, I need to be careful" mentalaty. It makes the game faster paced and more veriasion from god to god.
