When linked to your soulmate, you boost their movement speed and increases their mana regen. ADCs with mana issues can benefit a lot from this during the laning phase, because they can prioritize heatlh/wards instead of mana pots.
Her passive gains a lot more value when in duo lane, because you'll get 3 stacks instead of one.

She has strenghts and weaknesses, just like any other character in the game. It's OBVIOUS you can't compare Aphrodite to Athena, Artio or Khepri. They have different playstyles, different kits and different builds. But if built and played properly, Aprho can be a good support and do her job just like any other.
