Bluestone Pendant is mostly the best choice on Achilles or your early clear is going to suffer. For your relic it will depend on the matchup and team comps.
Teleport Fragment,
Purification Beads, and
Blink Rune are all equally viable choices.
Gladiator's Shield >
Genji's Guard will be pretty much your core 2 in every game regardless of the matchup. Glad is too good on Achilles and Genji's is arguably one of the best defense items in the game. Based on the enemy comp you could go straight into
Spirit Robe and pick up
Mantle of Discord last, or you could grab one of the situational items (which I do most games) like Sov. I won't often build Robe and Mantle in the same game but I do think it's a viable thing to do, you get 10% CDR from red pot so you won't need to max 40 on items majority of the time. But I have them both here as core since you will be building one or the other every single game.
You have a lot of situational options on Achilles, but your best items here are going to be the two anti heal auras Contagion or
Pestilence, Sovereignty, [[Spectral Armor and
Witchblade. Sov and the auras will almost always be good buys, whereas Spectral and Witchblade will depend heavily on the enemy comp. Pesti will win out over
Bulwark of Hope most of the time (if your support is not planning to buy it) unless you're playing against heavy burst mage comps. Emperor's Armour is just for funsies.
Not much relic variety. Every game should be a combination of these 3.
You will always wanna start with Shield of Achilles as it is the best clear for blue and first wave. After that you will put 2 points into
Combat Dodge before getting
Radiant Glory
Get Fatal Strike at level 5. You will not put another point into this until the rest of your abilities are maxed. There is no increase in execute threshold on Achilles ult, you will simply get a flat numbers boost so it isn't worth.

A stalemate matchup. You lack kill potential on her due to her sustain with Divine Presence] and the likely [[Death's Toll start she will take. If Glorious Charge is up you will not be hitting your ultimate.

You will have to play this matchup the same way you play Bellona. Keep your distance and poke poke poke with
Combat Dodge

Extremely hard to kill but doable since he has no reliable way to avoid Fatal Strike. He can clear well even early which is where his kill potential on you is highest. You should never be getting hit by
Earthbreaker while
Combat Dodge is available.

Fairly even matchup. You can stun him out of both his mobility skills Twin Cleave and
Bladestorm. He has superior clear but the trades go quite even. Both of you are capable of winning the 1v1 it's really just going to depend on how well you play his combos.

A stalemate god who will outclear you easily thanks to The Magic Cudgel. He will have zero kill potential, so you really have nothing to fear, but you will also have no kill potential on him. A straight stalemate, which is what Wukong is best at. It is important to note that you will win trades against him if he fights you, and you can land
Fatal Strike because of the build up on
Somersault Cloud.

Tyr will pretty comfortably outclear you with Assault Stance Fearless +
Power Cleave combo, but he shouldn't have kill potential at all. Same goes for you as he will sustain through Defense Stance
Power Cleave Tyr is one of the hardest gods to actually win lane against so this should be a straight stalemate.

Cerberus lacks clear early game, can easily be stunned out of Ghastly Breath and dodging
Paralyzing Spit with
Combat Dodge is child's play. Overall should be a free, he can't fight with you and loses trades hard even though you will struggle to ult him

Storm Call.

Shield of Achilles so you should be winning the early game. Her damage is nothing to really be scared about early game but it can ramp up fast once she picks up and stacks her
Soul Eater.

Odin will be one of the easiest matchups you can have as an Achilles. He has worse clear, can't trade blows with you at all and he is easily killable early game because he has to use Lunge to have a chance at clearing. You can stun him out of
Gungnir's Might for free every time.

When it comes to mage matchups this will be one of the tougher ones. Gap closing against him is extremely difficult because of the simple fact that Combat Dodge does not remove the root debuff. If you get hit with a root and you roll forward, you will still be rooted, so you will have to use a charge avoiding that. He has strong poke and sustain with
Consign Spirits. He can lock you down easily with his ultimate
Life of the Party. He is killable but it won't be easy and simply getting within range to do what you do best will be an issue.

Osiris is likely going to be one of the hardest matchups for Achilles. He hard out clears early game much like the other AA warriors, but his kill potential on you is fairly high due to the high amount of slows he possess with Sickle Strike +
Spirit Flail not to mention the stun on
Judgement Tether. You can't trade with him unless he makes multiple mistakes, and you will never be able to ult him while his ult
Lord of the Afterlife is up. Overall you will constantly get pressured in lane and you will struggle to clear once he has a lead as you will be needing to use
Combat Dodge to break Tether.

Ullr is a scary god to lane against. The range is an issue, it's very hard for you to close the gap on him reliably due to his insane mobility with Invigorate +
Glory Bound. If you try to approach he will attempt to stun you with
Thrown Axe which you can dodge consistently with
Combat Dodge but closing that gap is still going to be extremely hard and you will be taking heavy poke while trying. Overall a very hard god to fight against.

Shield of Achilles. This should allow you to consistently outclear him. Use
Combat Dodge defensively when he approaches you with
Seismic Crush.
