Since you started with Guardian's Blessing, I imagine your build is for the Support role in Conquest. If that’s the case, there are some items you listed that shouldn’t be on a Support build, namely Ethereal Staff and Warlock's Staff. These are damage items, and are suited for other roles, like Mid or maybe Solo and ADC.
Now, referring to the rest of the items... sure, you’ll have a lot of health, but without protections that doesn’t mean anything. The only protection item that you have on your build is Gauntlet of Thebes, and it’s listed in the last slot, so you’ll spend the ENTIRE game without protections for yourself and your allies, what is terrible and it’s the opposite of what a Support build should be.
I’ll give an example of what a Support build with lots of health should look like, although I don’t recommend that you build only items that provide HP.
Gauntlet of Thebes, Reinforced Shoes, Sovereignty, Heartward Amulet, Midgardian Mail, Oni Hunter's Garb.
With this build you’ll wont have 4.5k HP, but will have a lot more protections and 3.8k HP, which I think is a nice compromise between health and protections. But again, I don’t recommend that you build ONLY HP items, and Gauntlet of Thebes is in a terrible spot right now (very expensive and too risky to build).
Reason why I think this might NOT be for Conquest would be the skill leveling. 2 points in 2 and 1 in 3 to start screams non-Conquest to me.
In any case, you've outlined a lot of key points about this build being very weak.
