Truth be told, the only reason I think it got nerfed was because of the tank meta it was introduced to at the time. Tanks (and especially lightning bruiser Thor) that were already stupidly strong AND difficult to kill became even more so once that damage reduction procced and mitigated your burst to nothing.
But that ended many months ago.
I noticed something (off topic) but I was in a game today, and Thor was considered and assassin. SINCE WHEN DID THIS HAPPEN !?!?
I think ever since the patch that changed the roles from tank to Guardian, from bruiser to Warriors, etc.
Now, how should we fix Hide of the Leviathan? Thanks to the buff to Reinforced Greaves, this and magi's cowl are practically useless.
Suggestion: Hide grants 0.5 seconds of CC reduction, while Cowl grants 50% CDR AFTER being hit by a hard CC effect, and this does not affect the original hard CC, for three seconds.
Hide of the urchan has been 1 of my favorite defensive items since its release along side mystical mark! I build both on all my warriors and guardians.(it has alot of synergy with odins 3 passive as well! Its almost op!)
Its going to be interesting to see how much some of the existing items will change with the up coming item changes in the next patch!
I love Hide of the Urchin because as a mostly arena player, the passive on it is completed almost 3 or 4 minutes after you buy it. Bulwark of Hope doesn't help that much when you are under attack from 3 people at once. Also while Bulwark of Hope gives you 60 magic protection, Hide of the Urchin gives you equal physical and magical making it a bit more balanced.
