Yeah I don't think anyone's disagreeing on that, the comments section for guides was really made for constructive criticism. Bullying of course isn't allowed, but critiquing is encouraged. This forum is just sort of a special exception in a way, hence why it has its own rules.

ORDER IN THE COURTHOUSE !

While this is something that can piss off a lot of people, think on the opposite side of the coin. When we get a REALLY AWFUL review of our work, some of us gets furious (e.g. : Me) so while it is nice to have the freedom of speech about any sort of subject, I believe the rule leads more to the "If you're polite about the criquite it's fine, as long as you don't just throw a bucket of piss on the person's work without reasoning/giving an explanation". Unless I totally misread it and it actually means we're not allowed to critique art, which, as we all SHOULD know from history books, is something that has been, and will always be, criticized, and allowed/will allow the artist to truly improve.

Say Leonardo Da Vinci. He was Left-Handed in a era that being Left-Handed was as bad as having cancer (Maybe exagerated, but truly). If he wasn't doubted, he wouldn't have learned how to write backwards, he wouldn't have made the Vitruvian Man, and ALL OF THE OTHER STUFF HE INVENTED LIKE FOR GOD'S SAKES HE PRETTY MUCH INVENTED THE FIRST FLYING MACHINE !
