Item Idea: Upgraded Boots System

Fine. NEW Determination: You lose half the movement speed penalty for basic attacking. Note that this is a reduction of the penalty, and therefore does not stack with Hastened Fatalis' passive, and it's a weaker version. Therefore, anyone taking HF will never buy it. It is actually an upgrade, since basic attack reduction is 25%.

And maxed cooldowns aren't a big deal. I can see more players going for Jotunn's + Tabi than Focus + hydra's lament + Tabi.

Also, I nerfed speed again to 10%.

Yes, I intensely dislike Mercury.

I have a question, is this supposed to be like boot enhancements (homegaurd, captain etc.) or boot choices (ninja tabi, mobility, etc.)?
