Actually, his Water Cannon has a base cooldown of three seconds, not one second.
Let's break this down into simple math for you.
Cooldown reduction has a cap of 40%.
He Bo's 1: 3 seconds.
He Bo's 1 with max CDR: 1.8 seconds.
So, CDR lowered his cooldown by 1.2 seconds.
Now, let's look at a different skill with a longer cooldown, Tidal Surge:
Poseidon's 1: 10 seconds.
Poseidon's 1 with max CDR: 6 seconds.
So, CDR lowered his cooldown by 4 seconds.
4 > 1.2.
As you can see, the lower the cooldown of something, the less they benefit from cooldown reduction.
I know what you ment by it benifits him less, I know you ment that "it reduces his cooldowns less than others" but what I am saying is, hebos cooldown is so low that ANY CD you buy on him is getting op cd almost, no f that it is op cd but I forgot its a bit fixed now.
Because after that post I went and played hebo yesterday, I had cooldown boots with I think winged wand. I remember it put my 1 on a 2 second cooldown.
But it used to be on a 1 second cooldown before I remember? I forgot didn't they change something about the CD like letting you have more max cd now? Because it used to be hebo's 1 could go down to 1 cd with just two items now its 2 CD.
Either way my point was that that even if it only reduces hebo's cd by 1-2 seconds compared to 4-6 seconds on someone else its still more op CD then that god.
Because
