Well, power creep is going to be a problem. There has always been power creep in pretty much every game ever. I don't think it's necessary, but it's happened, and I'm trying to deal with it.
As for control...that's partly the purpose of this thread. Do hunters as a whole need a buff? (Average, obviously, I have no intention of buffing Muzen or Ullr.) I think they do.
That's why I haven't voted :P If the outclassed gods are simply buffed, then it will only accelerate the power creep. But bringing the better gods down can end up slowing the game's growth.
Power Creep itself shouldn't happen, but it'll always do. So, the best solution is to rework/buff old Gods, which become outclassed.
Even though it'll be an endless cycle, it'll take a while until it reaches the point of someone getting so outclassed that it needs a big buff of some sorts or a rework( Artemis, Anubis...)

Developers don't have to make new characters stronger to help the game grow. Simply adding in unique characteristics or playstyles, or melding the right concepts together can create an experience far more enjoyable than simply being overpowered. It's one of the reasons why, even though Nu Wa is definitely an average god, I found her mechanics and playstyle to be unique and fun, something no other god offered.
Ullr could've easily been just as fun by the nature of his ranged/melee stances without needing to be overpowered.

I agree. But I stated bringing existing gods down hinders growth. I never stated that they needed to make new characters stronger. In fact, I explicitly said they don't.
