For the love of God, boots of celerity needs a buff. It's probably the worst pair of footwear, period, and I don't think anyone uses it other than some roaming tanks. Even a tiny buff, like removing backpedal penalty, would be helpful.
Or hell, just make it give more movement speed. Jukes for days!
It would be stupid op if you buffed it more than it already is. Like real stupid that even All classes would want it.

It's just 15%. and 25% is way better. And the 15 pen can easily replaced by the 33% pen of another item. If you want an extra "Dash" Then a really buffed Celerity is what kill collectors would get.

Definitely needs a buff. It's really only for trolling at the moment... I'd say that's a problem. There's just no reason to get it when Midas Boots are so strong in conquest, and the other movement speed items are so good that Celerity is pointless.
I'd be fine if they just removed them or replaced them since movement speed alone is kind of a pointless stat.
Not a huge power buff. But you'll def feel like you're not completely nerfing yourself buying them. Also cdr is still solid for tanks assassins and supports.
Like if you look at Boots of Celerity and Reinforced Greaves. They have about 30 movement speed difference on a god like Ares when out of combat and even less when in combat...
