2) What are the "caps" for the following? Cooldown reduction. Flat penetration. Attack speed.
3) What kind of damage (magical or physical) do minions do? Towers? Phoenixes? The Titan?
4) From first to last, put these in order based on how the game calculates in determining end damage: flat penetration, % penetration, mitigation, flat protection red
As for "2.5 arrows per sec," that's incorrect, because not all of them are firing arrows. Some are throwing spears, one is throwing a bola, Cern is throwing some weird kind of sickle star thing...

Looks like the misuse started with a movie called Krull. I watched this movie a long time ago. Like...when BetaMax was competing with VHS. I think only Gulfwulf will know what I'm talking about.
In any case, I know that Cern's passive states that he has a glaive. My assumption was that he might have a secondary weapon to his thrown star thing, and at close range, he used it also which allowed him that extra damage.
