So I've thought about doing this for a while now, but due to the fact that a few misconceptions about Chang'e are still around, I actually got around to doing it.
Please keep in mind that although Chang'e is often viewed as a support, I am treating as a hybrid mage with support-like utilities (i.e heal & stun).
The above items featured is just the build a tend to use in the majority of my matches, it is by no means a dedicated meta for Chang'e, so take it with a grain of salt.
I find it best to build Chang'e with a focus on cool-down reduction, and magical power. The cool-down reduction is obvious, as it allows you to spam your abilities like nothing else, and the magical power lends extra damage to your 1, 3, & 4, and increases the heal of your 3.
Now the core items for Chang'e are items which I ALWAYS, ALWAYS take with me.
They are:
Chronos' Pendant: I find that this pendant is the first thing which should be purchased, and since Chang'e has a movement speed buff as a passive, you can get away with skipping the boots as a first item. Now initially, with the 1500 gold starting point, the second tier of the pendant can be purchased, which gives 15 MP5 and 30 Magical Power. At the start of the match, the power isn't essential, however the MP5 is. Since Chang'e, as a mage, relies heavily on her mana pool, even she, the queen of sustain, is forced to head back to the base in the initial 5 or so minutes of the match. However the MP5 of the Chronos' Pendant, and especially if paired with the mana buff, allows Chang'e to stay in lane the entire time and farm ahead. Also the third tier of this item gives Chang'e a 25% cool-down reduction, which is essential, even more MP5 (25 to be exact), and 50 magical power, all of this aids in spamming, damage and sustain.
Meditation: Now most people consider this to be a waste, since Chang'e has such good sustain, however I find that getting only the first tier for 300 gold immediately after getting the second tier of the Chronos' Pendant is very helpful early game, as paired with the pendant, it prevents the need of ever going back to base unless you die. This means you can farm away and get ahead.
Shoes of Focus: Not much to say about this item, gives you the ever so important movement speed, a good bit of mana and power, plus another 15% cool-down reduction which Chang'e requires to spam her abilities.
Polynomicon: My favourite item for mages, and likely the most overpowered item in-game. The polynomicon for only 2300 gold gives a significant boost to Chang'e's mana pool, a substantial boost to her magical power, a 10% magical life-steal which helps keep her alive as her heal ins't all that powerful, and that godly passive. Since Chang'e has a focus on spamming her abilities, the polynomicon is perfect for her since it gives her next basic attack after using an ability an additional 100% of her magical power. Since Chang'e is always using her abilities, she is always gaining the benefits of the passive, and this item is likely one of the reason I find her to be really, really good.
This is the point where you can no longer use the same old items for every match, along with where preferential play-style comes into the picture. I am going to lay out the items I tend to use and why, along with some potential alternatives if you think mine are ****, and something only "n00bs" buy.
My Items
Obsidian Shard: I like this item as the 70 magical power it provides is no measly sum, and I find that the 33% bonus to magical penetration is very helpful when fighting tanks or warriors as Chang'e doesn't have a lot of damage when compared to other mages like He Bo, Ao Kuang, or Ra. And when paired with the enemies natural resistance and/or defensive items, your effectiveness against them is greatly diminished.
Pythagorem's Piece: Some may find this item unnecessary, I however like it as it gives 15% life-steal which along with the 10% of the polynomicon greatly helps Chang'e overcome the sometimes lacklustre heal and keep her alive. Also the bonus 300 mana means you'll never have to worry about mana again, so feel free to spam away. The 70 magical power is no pushover as when stacked with the previous items, gives Chang'e a very decent amount of damage output and boosts her heal. The passive of this item is especially helpful when laning with other mages or magical tanks as it helps them out a good bit.
Rod of Tahuti: This just gives a rather large boost to magical power, increasing your damage and heals significantly. Truthfully, if I need to pick up a defensive item, or an item with a better utility to match the current enemy, this is the first thing I think about dropping as it's nothing more than a boost to power.
Alternative Options
Breastplate of Valour: This gives a massive increase in mana along with another 25% cool-down reduction, increasing spam-ability of Chang'e's abilities. The 75 physical protection it provides can be very helpful when defending against ganks, and surviving Ne Zha's ultimate, as it can be very, very difficult to avoid Ne Zha's Armillary Sash, Wind Fire Wheels gank combo.
Focused Void Stone: This can be an alternative to the obsidian shard, since although it provides less damage and penetration, it has the added benefit of 50 magical protection.
Soul Reaver: This can be a very acceptable alternative to the Rod of Tahuti, as although it gives less power, it gives another 300 mana, and the passive deals 15% of a god's maximum when hit by an ability. But since the passive can only occur once every 60 seconds, it isn't as useful as it could be for spamming Chang'e.
Spear of the Magnus: This item can greatly aid your teammates as the it provides a 10 + 10% magical protection debuff to the enemy (max: 2 stacks), and since Chang'e can spam her abilities, as long as the enemy is being hit, they'll always have 2 stacks on them. This can greatly aid in the killing of tanks.
Hide of Leviathan: I find you can never really go wrong with this item, it gives physical and magical protection, health and mana, and it reduces crowd control duration by 20%, making Chang'e even more slippery than she usually is.
Magi's Blessing: Just like the Hide of Leviathan, it provides magical and physical protection, though less of it; some health, more of it; 40% reduction of crowd-control duration, and the passive absorbs 1 hard crowd-control effect every 45 seconds, and when doing so grants 1 second of cc immunity. So all round, a solid item.
Winged Wand: Personally, I don't like this item all that much, but it provides a large boost to health, a 10% cool-down reduction, which we know Chang'e loves, and a 10% increase to movement speed. The movement speed increase and immunity to slows after being hit by a slow (every 45 seconds) provided by the item's passive just serves to make Chang'e harder to catch and kill.
Gem of Isolation: Along with it's large boost to health, mana, and magical power, the items passive can be very useful for Chang'e. The passive will slow enemies by 25% for 2 seconds after being hit by an ability, and since Chang'e is always using skills, this can greatly help her or an ally secure a kill.

One prob: TT is right, Breastplate of Valor doesn't stack with your boots and pendant. However, B.plate is so powerful, I think its not as bad as it looks. Seriously, 75 p.protections for 2300 gold is amazing. For a similar item, try either

Another thing is that you seem to have the spells' cooldowns listed under 35% reduction, but the cap is now 40%. For instance, you have Moonlit Waltz to have a 7.8 second cooldown with max CDR, but it should actually be 7.2 seconds. Due to 40% reduction of the 12 second cooldown, it would be: 12(0.6) which is equivalent to 7.2. The same goes for Crescent moon dance, which you have listed as 3.25 seconds - it would be 3.0 seconds, as 5(0.6) is equivalent to 3. Check through all of those values.

This ability is likely Change's second most powerful ability, if not one the most powerful non-ultimate ability in the game. It is in essence very similar to aegis, as like the aegis, she avoids damage and cc during the leap while going nowhere. However if cc immunity is required to beat back enemy gods, it is still suggested to get aegis or beads as the waltz is always 1.2 seconds and can't compare to 3 seconds for when **** goes down. The only issue with this ability is that even after the animation fix, the timing is just the tiniest bit off, and the ability can be very hard to time properly.
The mana returned is negligible and when you have high sustain, it's pointless.
It should be the fourth ability you unlock as you'll likely need it to protect against an early enemy ultimate, but is unlikely to be needed before then. It should be the third ability you finish upgrading as even at rank 1, a 20 second cool-down is very powerful.
With my build the cool-down is 7.8 seconds.
