Tiamat had her passive reworked recently to scale off of your magical power, up to 600 magical power, and provides up to 60% mitigation with max Hardened Scales while in ground stance. So, why not supplement such a powerful passive with a powerful build focused on damage mitigation and just not dying? You can achieve 74% Damage Mitigation with this build, which to me is absolutely insane. Hardened Scales mitigation applies multiplicatively (thanks Flareb00t for pointing that out).

But if you would not build magical vampirism this build may seems not such tanky. Trying to build her more power instead of vampirism may give her more % mitigation trough passive, but hardened scales still fading fast without defensive items because scales is the only that reduces incoming damage in this build, which means that all damage she got before passive will not be reduced by protection and her armor health will get ~50% from 90% of enemy damage. Which still a lot, which will causes her hardened scale fading very fast. Which means you would like to escape close fight much sooner (this is where your no-cdr will be a problem with very high stance switch cooldown) and which more important is that this result is how her gameplay mentioned to be — even with that build her defence is just something that not allow her die too fast because of her need for close range fights to utilize all potential. So i dont see any specific reasons to sacrifice a lot of damage into defense that will not be so useful in most scenario especially when enemy get antiheal.
Devs fixed her passive realy well and closed some ways to abuse her passive, which means that you only build power + little defence, or full power or full defence. But not both, and i dont think this build may show good results at long distance. But surely this build may be interesting for fun or to learn something as player who gonna decide making her even more tanky, or more powerfull
