King Arthur, despite the change to Glad Shield still remains one of the top solo laners in the game. With a fairly dominant early game you can easily snowball your late game, so Bluestone is a great pick up for that reason. It'll give you the extra damage you need to have sufficient lane clear and do more damage to outbox your opponent. Chalice/pots for the sustain. Blink for engage and aggression, beads for extra safety. I do not suggest thorns as your damage on Arthur is so high already and having beads will allowing you to continue a chase or continue an escape.
Here, I believe you have a choice between being tankier or doing absurd amounts of damage. Most warriors have one really good boots choice whereas Arthur has these two:
Warrior Tabi is suggested for more aggressive players who can easily snowball a lane against a good matchup.
Reinforced Greeves is a more defensive option making you a little harder to take down giving you an edge against a lane bully opponent/bad matchup.
Pots for sustain or wards for vision/safety.
If you're laning against a magical opponent, this should be your purchase order for these next two items.
Runic Shield will increase your power and defensive stats while reducing the damage of your opponent, so long as they're magical.
Glad after that will allow you to do much more damage, but remain tanky to the jungler, who will most likely be physical.
If you're against a physical opponent, this should be your next two items. Glad shield first followed by The Sledge. Though this item is receiving nerfs, I feel it will still be viable for the stats alone.
This will be a near full build if you're against a high magical team comp and laned against a magical solo. The Sledge, once again. Followed by Pridwin, which gives you all prots and CDR. The health shield you receive after ulting is really nice and cozy on King Arthur as well.
If you laned against a physical character, here is where you should be in the build. The Sledge, once again, then Pridwin. Oni Hunter's Garb is really good on Arthur because of the passive. You have increased mitigations when you're near enemies, and trust me, you'll near some enemies. You will be overcapped on CCR because of your boots and The Sledge, but when you sell your boots you no longer will be.
Spirit Robe is a great item giving you all prots, CCR, and CDR causing you to cap out on both. Plus, the passive gives you 15% damage mitigation after being hit with a hard cc ability. Lasting 3 seconds refreshing every 15.
Hide of the Urchin is a great way to end off your physical opponent build. Though Spirit Robe or Mantle of Discord can be purchased in place of this item, I didn't want to over cap on CCR/CDR. Hide is still great, giving you 51 all prots when stacked and plenty of health and mana.
Elixir of Speed will give you movement speed that you lose when selling your boots. Void Shield will replace your boots giving you power, pen and protections. Making it the perfect last item for your magical solo build.
Again, Void Shield will replace your boots and be sure to purchase Elixir of Speed. This build gives you everything you need in the late game. A great way to round of you physical opponent build.
These are some alternative items you can purchase for King Arthur.
Pestilence gives you magical prots and health while causing an aura of antiheal to your opponents. Good for high healing team comps.
Mantle of Discord gives 60 all prots and CDR. The passive grants you 1 second of cc immunity and a 1 second stun shockwave. Good for teams with high cc or if you're dying easily.
Stone of Gaia is a lane sustain item, really good for sustained combat. If you're needing extra sustain in lane this is your go to.
Genji's gives plenty of magical prots and CDR with a passive that reduces your cooldowns after getting hit by a magical ability. Perfect for diving and chasing as well as consistent damage against the carries.
Spectral Armor is only good against comps with a lot of crit. eg. Jing/Merc. If you need the anti crit this is your item.
Hide of the Nemean is also really good against teams with a lot of auto attacking gods. eg. Heim/Kali.
Mystical is a lane pressure item. I wouldn't buy it any later than third item. It loses some of it's value late game where there's better items to be had. Still a way to out pressure your lane opponent.
Your 3 at level one is really garbage so putting a second point into it actually increases it's damage dramatically. Grabbing your 2 at level 2 doesn't help with your clear, but instead your setup. With Bluestone you want to aggress meaning your 2 can knock up your opponent and you immediately use your blue stance 1 causing incredibly amounts of damage. Then putting 2 points into your 3 as mentioned before. Putting points into your ult whenever you can and maxing your 1 from then on.

For example a standard build would be Bluestone Pendant, Reinforced Greaves, Stone of Gaia, Gladiator’s Shield, Genji’s Guard, Void Shield, Pridwen.
Urchin would be Bluestone Pendant, Reinforced Greaves, Gladiator’s Shield, Hide of the Urchin, Genji’s Guard, Void Shield, Pridwen.
Boots slot is situational but you could just put Mantle.
You're right about Urchin positioning too, I would probably build it if I was against 4 magicals and take out Genji's to keep the sustain. Building it too late doesn't stack it quickly enough.
I do have to say that I do think that after a certain point in the game you should consider
Just because thebes is designed to be around teammates doesn't mean it loses its value in stat efficiency.

That's partially why I asked Didacted to elaborate. But on the flipside, you can also start by asking to elaborate as well, rather than just jumping to conclusions about people.
