Step 1
I buy the Gloves first, but can only get rank one. This is the reason for rank one of the boots. You have just enough left over for one mana or heal potion. You don't need the mana potion if your lane mate eats all 3 of your hearts every time. If your lane mate picks up all three hearts 2-3 times, you will be about half mana again or a little less. Finish off the gloves first to start stacking creep kills.
Step 2
Finish off your boots. Hopefully you have only backed twice by the them you finish them off. The stacks of the gloves should be maxed or near max by now negating the need to back immediately for another item to keep up. Save up as long as you can to get the Deathbrionger. It is expensive 870/1310(?)/1000. I usually wait until I can buy rank one and two of this item. Finish it off as soon as you can.
Step 3
Now you can start to jungle a little bit and help other lanes. You glove stacks keep you alive with the dmg from the Deathbringer. The next thing is physical penetration. At this point, Tanks start gearing hard against melee. Titan's Bane helps against them and makes other classes squishy.
Step 4
Qin's blades will add some more attack speed and lots more dmg. As you may have noticed, all items so far have 30+ AD. You will not fire as fast as some builds or Artemis, but the hits that you do land are very strong. I prefer this to the spray and pray Cupid builds.
You should also be able to destroy towers when the other team is distracted with some creep friends at this point or finish off towers below 25% by yourself. You should even be able to solo fire giant if you are 18+
Step 5
This is where the decision is made. Qin's Blades give you some health, but it is not a lot. Cupid can destroy people one on one at this point if they don't get away from you. The Hammer helps to slow them and gives you more health for those long lasting games. However, The Executioner is 5 more AD and 20% atk speed. It also comes with more penetration. This is the point in the game when you have to choose between surviving and doing damage.
Once everything is maxed out, all you can do is get the dmg potions/red buff/solo fire giant and help your team without letting yourself become the meat on the other team's buffet.
Game Play
I usually play conservatively out front unless the other team is being stupid and begging for my Hesrt Bomb. You want to save mana at this point until level 5, when you get Fields of Love. You don't have to save mana if your lane partner eats all hearts all the time, but you won't buy that until level 3.
After level 5, you want to have enough mana to dash and shoot. This catches most opponents off guard. You get 10 stacks of the passive from creeps. Then you dash right at the opponent you want to hit and wait for the dash to end or the Heart Bomb won't always go off. This will set them up to be stunned, and if you played it right they die. That is your partner hopefully helped when he saw your brazen move and you laid down your ultimate on the soon to be stunned target. The other opponent will tend to try and help their friend. This is where Cupid's cuteness comes into play. They don't see you as a threat. Finish the stunned opponent and then target the friend who is now right on top of you and your partner.
After level 13, you can start to jungle more and more. Any buff is yours for the taking. However, Cupid is not a jungler. Do not get caught in the jungle without dash or your ultimate up. The jungling is merely a way to pass the time and earn exp/gold while traveling from lane to lane. A good stunning Heart Bomb from behind an enemy will do surprising things.
After level 18, the game has progressed to where casters are still a little squishy, but they hurt. You should be able to start soloing more in the jungles and taking down towers with ease. You may be able to solo Fire Giant at this level if you have the gear and know how to do it.
Soloing the Fire Giant:
Your life draining attacks will keep you alive for the fight. However, it is a good idea to throw out hearts and eat them when you can. This will keep you at nearly full health through the fight. First, dash in and Heart Bomb him. Use the Atk speed buff from the dash to hurt him more. Use your ultimate if you feel you need to. Keep on him until he is dead. You may have to back up to the cave entrance to dash one more time before he dies. It is an easy kill and great for your team.

I personally build transcendence and deathbringer 3rd and 4th depending what is needed. The transcendence scales with you mana and as you level provides more physical damage than most other items. However, I thought for a guide as simplistic as this one, I would not include two expensive items.
On your question of the heartseeker and why I choose to not use it is simple. Cupid is cute and gives love out to the world. People in this game seem to hate that and target cupid more often. For the less experienced player, being targeted can make the heartseeker less of a benefit to their ability. Also, the heartseeker does not take into account a horrible team that does not call out mia's or has fed junglers to the point where you never max out the stacks. I would consider the heartseeker to be a choice over titan's bane or the executioner at best unless you come out of every game(even bad ones) with less than 3 deaths.
