Why would you use silverbranch if the build doesn't even have attack speed cap, let alone going over it?

If you couldn't take advantage of 's passive, then you might have a partial argument. As of patch 9.3 Bonus, however, it has a very strong combination of stats that make it appealing for most ADCs...fair price (2,400 gold), 30% AS, 30 power, and 20% pen. That's pretty good all-around. It pairs well with Wind Demon's situational 10% pen also. For a % pen item, the only other one that also has AS is , but that's focused more for single target due to it being stacking protection reduction. It's also a fine item (less effective against structures and for straight ability damage, but better against GF/FG and a single target focus), but really, Silver makes a lot of sense for .

Which brings us to what you're inferring...that he won't make use of the passive...and that's actually incorrect. Not sure if you tried to confirm on your end or not, but here are the stats at full build and level 20, w/ WD replacing Crusher:

Base AS: 2.41 AS, 225 power
After critting and gaining the WD passive: 2.5 AS (max), 225 power (0 added from Silver)
After critting and activating Vicious Barrage (60% AS): 2.5 AS (max), 281 power (56 power gained)

When his AS boosts from WD and his 2 are active, Silver is providing a total of 86 power. So yes...Silver is a good item for him.

Why...are you acting like I attacked someone? I asked a question. I didn't argue, or say the guide was bad. I was confused because from sitting in jungle practice with the build I only had 2.4 something attack speed of the 2.5 cap.

Silverbranch is good just for base stats since it became a 20% pen item. That's why it's used. Getting possible use out the passive is just a bonus.

Correct, there was no attack here, just providing full information to help explain and give a better idea of what's happening with Silver in this build and w/ this god. With your explanation that you went into Jungle Practice and only saw the 2.4 (and didn't know to check WD passive and his ability), I expect my explanation helped your understanding?

Hard to determine tone in messages and digital comments, so it can be understood, but again, no ill will here.

Is this better for carry or jungle?
